Dear Ms. Valentine:
Thank you for contacting me about our military
readiness
and the possibility of reinstating the draft.
The foremost responsibility of the Federal
government is to
provide for our national defense, and that is an obligation I take
very seriously. As the horrible terrorist attacks of
2001
East
equipment, and weapons systems necessary to defend our nation
still remains strong. We must never forget that the world is a
volatile place and that significant dangers are always present.
As you may know, the draft ended on

the military. The Department of Defense and other agencies have
been diligent in their efforts to maintain our national security
within the constraints of the all-volunteer system. Those who
choose to serve our nation in the armed forces exemplify our most
treasured values, enduring the unique burdens of military life out
of a sense of duty and love for our great country. Even though
there is a national Selective Service System in place, there are no
plans at this time to re-institute conscription.

Since the War on Terror has put specific demands
on our
Armed Forces, the Army has implemented two programs of

volunteer programs; they do not force any one to serve who does
not wish to do so. The first, which was implemented by the Army
in August 2003, recruits Arabic speakers directly into the
Individual Ready Reserve. The second is a small pilot program
that recruits people with a unique set of skills that are difficult to
maintain on active duty. These volunteers work on the Defense
Wireless Service Initiative as highly skilled wireless engineers and
spectrum managers to better manage the Army's increased use and
reliance on this type of technology.

this issue come to the Senate floor I will keep your views in mind.
