Iran-Contra criminal resurfaces as new Ambassador to Iraq

As U.S. ambassador to Honduras from 1981 to 1985, John Negroponte oversaw the supply mission for U.S.-trained "Contra" terrorists, based in Honduras, who waged war against the people and government of Nicaragua. Part of that campaign involved ensuring that the regime in Honduras received hundreds of millions of dollars in U.S. military and economic aid, despite its dismal human-rights record. Thus, when Battalion 316, a CIA-trained body of the Honduran army, slaughtered hundreds of alleged dissidents and kidnapped and tortured hundreds of others, Mr. Negroponte turned a blind eye.

Against all the evidence, Saddam Hussein was presented in the United States as an accomplice, if not a sponsor, of Osama bin Laden. The second argument was the threat of weapons of mass destruction. We now know that the information the US and the United Kingdom provided about this subject was untruthful. As the first two faded, a third grew in importance: Washington promised to make Iraq so attractive a democratic model that it would set an example to the entire Middle East.

In August 1997, CIA Inspector General Frederick Hitz released a 211-page classified report entitled "Selected Issues Relating to CIA Activities in Honduras in the 1980s." This report was partly declassified on October 22, 1998, in response to persistent demands by the Honduran human rights ombudsman.  In 1994, the Honduran Human Rights Commission charged Negroponte personally with several human rights abuses.
