You read it right. Your scoutmaster is "interested in boys"... So interested, in fact, that he hides behind the bushes and watches them camping out.
This is one of those images that there's absolutely no excuse for. Again, the double meaning is blatantly obvious. And with the picture they used... they must have been blind if they didn't notice. Wow.
