In Honor of Frances D. Alleman-Luce

Mr. Speaker, I rise today to pay tribute to Frances D. Alleman-Luce, a civil rights advocate and lifelong community leader.  Ms. Alleman-Luce was a civil rights organizer, an educator, and a member of numerous community and philathropic groups.  Her son, Mr. Jim Tendean-Luce, has arranged the memorial service to be held at the Madison Avenue Baptist Church in my district, where he serves as moderator.

Ms. Alleman-Luce was an extradordinary woman far ahead of her time.  Born in 1924 in Hingham, Massachusetts, Ms. Alleman-Luce graduated from Hingham High School and Wheelock College.  After World War II, she married Stanford Luce and the family moved to New Haven, Connecticut until 1952, when they again moved to Oxford, Ohio.  In 1964, the family moved to Paris, retruning to Ohio the next year.
Ms. Alleman-Luce played an active role in the American Civil Rights Movement durng the 1960's, training the Freedom Riders as they gathered in Oxford, Ohio before driving down to Mississippi.  In 1969, Ms. Alleman-Luce completed her masters' degree in Educational Psychlogy at Miami University in Oxford.  In 1972, following her divorce, she moved to Marietta, Ohio with her then-12 year old son Jim to begin a career as a school psychologist.

Following her retirement, Ms. Alleman-Luce moved back to Brookline, Massachusetts, where she became involved with the P.E.O. Sisterhood, an organization for women that stresses the value of educational acheivements and philanthropic community service. 

Ms. Alleman-Luce was an exceptional individual and a caring mother.  She is survived by her brother, Dudley Alleman, Jr., her sister Irene Alleman Beale, and her four children, Stan, Molly, Rick and Jim.  Ms. Alleman-Luce's life was one of adventure, ambition, and a willingness to strive for a better world.  A proud lifelong Democrate, a friend of the disenfranchised, and a caring educator, Ms. Alleman-Luce will be sorely missed.

WHEREAS, the Madison Avenue Baptist Church has a decades-long record of distinguished spirtiual spiritual and community leadership, providing valuable social services for youth, the elderly, the homeless and other needy New Yorkers;

WHEREAS, in loving memory of Frances D. Alleman-Luce, a school psyhologist, community activist and devoted mother who dedicated her time and energy to make the world a better place to live, the church has created a fund to assist orphans in Indonesia, Haiti, Guyana and other overseas locations;

WHEREAS, by carrying on the work to which she committed her life, the church's new Frances D. Alleman-Luce Memorial Orphans Fund will pay special tribute to the memory of its namesake and continue her mission to nurture and protect children suffering from poverty, disease and loss;

THEREFORE, I, Alan G. Hevesi, Comptroller of the City of New York, do hereby proclaim this day, Saturday, March 24, 2001, to be

Letter from the Mayor of New York

"Dear Friends, I would like to extend my warmest greetings to all those attending the Frances D. Alleman-Luce Memorial hosted by the Madison Avenue Baptist Church.  Today we honor the memory of a truly special individual as we initiate this fund in her memory.

Frances D. Alleman-Luce was a towering personality who gave of her time and efforts towards the betterment of humanity.  It is indeed fitting that we honor her by creating this orphanage fund which will help overseas orphans in Indonesia, Haiti, Guyana and elsewhere.  This is trulty a noble pursuit, and I wish you tremendous success.

I am please to recognize all those associated with the Madison Avenue Baptist Church for their hard work and dedication in hosting this event.  The Madison Avenue Baptist Church has been activiely involved with the community for over 150 years, providing a great many services that have helped those most in need.  I am grateful for your contributions to the people and City of New York.

Please accept my best wishes as you celebrate the life of Frances D. Alleman-Luce
