Irc stands for Internet Relay chat. What it does is let people from all over the world talk with each other in real time. You connect to a server and can join channels where there are lots of people or can talk to people privately.

Within the channels there are people who regulate the channel and can kick or ban people from the channel. These people are called operators, or ops.
