I made this with Adobe Photoshop 7.0, it is a must if you want to create rain.
It took me about 15 minutes, I would say this one of the most easiest ones Ive done so far. This was the first time I created rain and it came out well. About 4 layers in total.
I used the Hue/Saturation tool to get rid of the color that was on the building to make it as if there was no sun in the sky. Also, used the air brush to make the clouds and alakazam! It was complete. I want to thank Bert Monroy for the guidance.
