Mr. "Sam" Jacobs

Born on April 23, 1908 Sam was identified during the Valachi hearings as an active member of Detroit gambling fraternity. Finazzo's arrest record dates back to 1926 when at the age of 18 he suffered his first conviction. Salvatore became embroiled in a legal battle which would take 8 years to unravel when he and Dominic Licavoli were indicted on conspiracy and bribery charges on April 9, 1975. Finazzo and Licavoli were convicted as middle men in a Small Business Administration scheme in which they attempted to bribe two Cleveland based contractors to bribe a high ranking official of the SBA. Convicted in February of 1981 Finazzo was convicted and sentenced to 3 years in prison. Finazzo who began serving his sentence on September 1, 1983 was released early and returned to his home in Shelby Township where he died on October 28, 1994 at the age of 86. 1
