| The Decaying Council is believed to be located primarily in the sewers and slums of a single large city, however this may or may not be true. What is known is that they were first found in about 200 years ago by two guards of this city. However, other sightings have occurred. Beyond that, the Decaying Council is a guild for necromancers, and commonly undead ones. The Inner Council is a powerful group of liches, ghosts, mummies, and other forms of undead necromancers. It is unknown how to join them or find them, but it is known that many powerful necromancers and undead have found shelter within their rotting realm. |
