How to Repair Fuel Pump Contacts
Problem Symptom
There is no fuel pressure at the fuel rail and there is +12Vdc at the connector just above the gas tank.
Another symptom is that occasionally the car is hard or impossible to start cold and then later it will start.
Problem Solution
Remove the gas tank lid and rubber boot and unplug the electrical connector.
Remove and cap each of the three fuel lines to the gas tank.
Remove the hex bolts that hold the fuel pump assembly onto the gas tank.
Carefully remove the fuel pump assembly from the tank.
Unplug the black connector just under the mounting flang.
Buff the contacts into which the connector plugs to remove the black corrosion.
Use contact cleaner to clean corrosion from the contacts in the plug.
Insert the connector into the socket, replace the fuel pump, install the hex bolts, install the gas lines, connect the external connector, turn on the ignition key and verify that there is fuel pressure at the fuel rail.
Install the rubber boot and gas tank door, align the door to a good fit around.
Temporary Fix
Remove the gas cap and rap sharply on the top of the gas filler tube neck several times.  This action will sometimes jar the corroded contacts sufficiently to establish contact allowing the fuel pump to receive power temporarly.

This solution and fix were obtained from Gordon Kilebrew during lecture and demonstration at Corvettes at Carlisle 2001.
