Born Justin Alan Foley inSt. John's, Newfoundland, on April 7, 1987, Foley lives with his family. He attended St. Augustine's Elementary where his Kindergarten studies included music. He studied this under Ms. Geraldine White, who often incorporated theatrics into her students' musical performances. It was there his love for musical theatre began. At seven, Foley decided that he wanted to act, in both film and stage productions.

At the age of three or four, Foley had his first dose of acting when he played a small, silent role in a commercial for the Kidney Foundation, but as he was very young, it was not quite the same. At around 1995, Foley was invited to audition for the role of Draper Doyle for the film adaptation of
The Divine Ryans (1999). He did not, however, make it past the first round of auditions. Waiting for other opportunities, Foley began modelling lessons with Annex Promotions, which led him to modelling briefly for Gap Kids at the age of "almost ten". After that, he was accepted into the Newfoundland Symphony Training Chorus.

Foley continued performing in school choirs and groups, and studied piano and voice privately. In 1998, he auditioned for a role in
The Who's TOMMY, a rock opera by Peter Townshend. For the first time since he began auditioning, he was called back for a second audition. After his second audition, he was cast as one of the two actors who would portray 10-Year-Old Tommy. The show opened in April 1999 at the St. John's Arts and Culture Centre. Since that time, Foley has been in at least one major production per year. Recently, he was nominated for "Best Actor in a Comedy" by the Avalon East Regional High School Drama Festival for his portrayal of Harry in This Phone Will Explode at the Tone. As well, he performed as Asher in Peter MacDonald's production of Joseph and the Amazing Technicolor Dreamcoat with Broadway's Stephen Patterson in Fall 2006. Foley has performed in two of the 24-Hour Mystery Musicals, in December 2006 and 2007. In the first year he played Freddy Einsford-Hill in My Fair Lady, and most recently, he played Ursula the Sea-Witch in The Little Mermaid..

Outside of the theatre, Foley plays and sings music. He sings as a soloist, as well as baritone in the Anchormen Barbershop Chorus, and also sings in the Corpus Christi Parish Folk Choir. He plays piano, percussion, some guitar, recorder/pennywhistle, and has recently begun playing saxophone in the CLB Regimental Band.

In the last year, Foley has begun writing music and scripts. He has completed and recorded one song and has several more in various stages of completion, and has also completed his first script. He, along with two friends, are creating a production company, in which he hopes to learn how to direct, produce and to further his knowledge of acting.
