Bump Attack

Found by:  Bought from Rip Cheato of the Toad Town Tunnels for 64 coins.  It's his third (?) item.
Effect:  Destroys a weaker enemy in the field by touching it.  A weak enemy is an enemy that doesn't give you Star Points.

Chill Out

Effect:  Prevents you from being hit by an enemy First Strike.

D-Down Jump

Effect:  Mario does a regular Jump, but Mario's attack does not have any opposing defense.  Costs 2 FP to use.

D-Down Pound

Damage Dodge

Found by:  Buying it from Rowf's Badge Shop in Toad Town for 150 coins after Chapter 5 OR finding it on Mt. Rugged.  It's in the area with the springboard next to the mountain.  Find a secret passage by going inside a U-shaped cave, walking along the walls.
Effect:  If you do an action command against an enemy attack, the damage Mario takes is reduced by 1.

Deep Focus

Found by:  Hitting the invisible Block between two yellow ones in Shy Guy's Toybox, in the room before Lantern Guy OR at Bowser's Castle, ride on Lakilester to the left on the lava river OR finding it in a chest at Princess Peach's Castle, in the room with the big chest that transports items to Mervulee's big chest a Shooting Star Summit.
Effect:  Doubles the amount of Star Energy recovered from Focus.

Defend Plus

Found by:  Spin Jumping on a springbox at the area to the right at Pink Station, then going to the left.
Effect:  Increases Mario's Defense Power by 1.

Dizzy Attack

Hammer Throw

Found by:  Hitting a tree with a springboard near the entrance of Toad Town from Goomba Village.  Jump on the springboard and open the chest on the roof.
Effect:  Allows Mario to throw the Hammer at any enemy on the screen.  Costs 2 FP to use.

Happy Flower

Found by:  Buying it from Merlow of Shooting Star Summit for 8 Star Pieces OR on the scene left of Petunia's, hit the trees in this order:  Middle, Right, Left.
Effect:  After Mario's turn in battle, he usually recovers 1 FP.

Happy Heart

Found by:  Buying it from Merlow of Shooting Star Summit for 8 Star Pieces OR on Lava Lava Island, when you're climbing Raphael the Raven's Tree, after climbing the first staircase and go outside, go all the way up the branch.

Heart Finder

Effect:  After battle, more Hearts appear than usual.

HP Drain

Effect:  In battle, your attack is decreased by 1, but every time Mario hits an enemy, he regains 1 HP.

HP Plus

Found by:  Buying it from Rowf's Badge Shop in Toad Town for 150 coins after Chapter 4 OR behind Kooper's House, where you kick Kooper across a stump for him to retrieve it OR in the area of the Forever Forest with the "light-up mushrooms," choose the path opposite from the correct one, and the HP Plus should be in a Red ? Block in the middle of the next scene.
Effect:  Increases your maximum FP by 5.

I Spy
BP Cost:  1
Found by:  Taking Rowf's Calculator back from a Shy Guy in the westernmost room at Blue Station.  Give Rowf the Calculator and he will repay you with the I Spy.
Effect:  Helps you detect Star Pieces under hidden panels on the floor.  To find these hidden panels, Spin Jump (or better yet, Ultra Hammer) around the area that gave the I Spy signal.  When you see a square piece of the floor move around, hit one of the sides of the square, and that piece should pop out of the ground, along with a Star Piece.

Ice Power

Found by:  In the area of Shy Guy's Toybox with the revolving door, walk along the path after going through the door and you should see it very easily.
Effect:  Allows you to Jump on Fire-type enemies and add 2 more damage when Mario hits a Fire-type enemy.

Jump Charge

Found by:  Buying it from Rowf of Shooting Star Summit for 50 coins.  This can be purchased after Chapter 3.
Effect:  Adds 2 more damage to Mario's next Jump attack.  Costs 1 FP to use.

Last Stand

Found by:  Finding it in a chest at Princess Peach's Castle, in the room with the Toad in the cabinet.
Effect:  When Mario's HP is 5 or less, he takes half as much damage.

Lucky Day
BP Cost:  7
Found by:  Completing a letter deliver service.  Start with a letter you are required to find at Mt. Rugged for Parakarry, one that says it's for Goompapa.  Deliver that letter, and he will give you one to deliver to Muss T., who's infront of Princess Peach's Castle's rubble.  Deliver again, you will get one for Koover of Koopa Village, who's infront of the Toad House.  Deliver, and you will get a letter, for Mr. E of Dry Dry Outpost, who wears a blue turban and is infront of the Toad House.  Deliver, and you will get another letter, for Miss T. of Toad Town, who's near the grass infront of the steps to the Dojo (one of those female toads).  Deliver, and you will get one for Little Mouser, the owner of the Dry Dry Outpost shop.  Talk to Little Mouser, say you don't want anything, and deliver, to get yet another letter, for Franky of Boo's Mansion (the first Boo you see upon entering the mansion).  Deliver, get another letter, this time for Dane T., a child Toad, with a red cap infront of Toad Town Station.  Deliver, and he will tell you to give a letter to the Red Yoshi Kid of Lava Lava Island.  Deliver that, and he will give you a replying letter to Dane T.  Give Dane T. the next letter, and the kid next to him will want him to give a letter to Frost T. of Starborn Valley, who's outside, just standing there.  Deliver, and you will get a letter for Goompapa again.  Deliver the final letter, and he will give you Lucky Day.
Effect:  Enemies fail to hit you in battle every once in a while.

Mega Jump

Found by:  Hitting the Red ? Block after the first flight of stairs of the Crystal Palace, right next to the White Clubba.
Effect:  In battle, does 1 Jump with tremendous power.  Costs 6 FP to use.

Mega Quake

Found by:  Buying it from Rowf's Badge Shop in Toad Town for 200 coins.  Can be purchased after Chapter 5.
Effect:  Mario slams his Hammer hard into the ground, hitting enemies on the ground and ceiling.  Most powerful quake badge.

Mega Rush

Found by:  Entering the secret room inside the guestroom of Tubba Blubba's Castle.  Open one of the drawers, fly using Parakarry towards the bed, jump on the bookshelf, and press to the left.
Effect:  When Mario's HP drops to 1, his attack increases by 4.

Mega Smash

Found by:  On your way to the Sun in Flower Fields, in the scene before it, you will see on top of a column, a gray rock.  Blow it up and fall down the hole it was covering to fall next to the badge.
Effect:  In battle, does 1 Hammer attack with tremendous power.  Costs 6 FP to use.

Money Money

Found by:  Buying it from Merlow of Shooting Star Summit for 20 Star Pieces.
Effect:  After a battle, twice as many coins appear as usual.

Multibounce

Effect:  If successful with the action command, you stomp on every enemy in battle once.  Costs 2 FP to use.

P-Down, D-Up

Found by:  Breaking down the floorboard in the "mirror" image of the Crystal Palace, which you walk to the right to find a chest with the badge.  Once you do that, the red X on the other side of the glass will be a hole.
Effect:  Mario's defense increases by 1, but his attack decreases by 1.

P-Up, D-Down

Effect:  Mario's attack increases by 1, but his defense decreases by 1.

Pay-off

Effect:  Mario's Hammer attack increases by 2.  Costs 2 FP to use.

Pretty Lucky

Quick Change
BP Cost:  4
Found by:  Spin Jumping 3 times in Merlon of Toad Town's House.
Effect:  In battle, you may switch your partner without losing a turn.

Refund

Found by:  Bombing a cracked wall on the right of the scene to scenes to the right of the cells in Koopa Bros. Fortress.  Go through the hole you make to find a chest with the Badge.
Effect:  Mario receives coins for using items in battle.

Runaway Pay

Slow Go

Found by:  Using the secret passage to left above the chest with the Super Hammer inside Dry Dry Ruins.
Effect:  Disables Mario's ability to run, which makes walking around sleeping enemies easy.

Smash Charge

Spin Attack

Spin Smash

Found by:  Buying it from Rowf's Badge Shop in Toad Town for 75 coins.  Can be purchased after Chapter 3.
Effect:  Mario hits the enemy infront with normal Hammer damage and hits that enemy into the ones behind it, each for 1 point of damage.  Costs 2 FP to use.

Triple Dip
BP Cost:  3
Found by:  By bombing an uncracked wall on the right in the room with the switch-activated revolving door inside the Crystal Palace.  Go through your newly blasted wall and open the chest in the next room.
Effect:  Lets you use 3 items on one turn.  Costs 6 FP to use.

Zap Tap
BP Cost:  4
Found by:  Buying it from Merlow of Shooting Star Summit for 10 Star Pieces.
Effect:  If Mario is physically touched during battle buy an enemy, that enemy receives 1 damage.  Also stops some combo attacks.
