OFFICIAL CONSTITUTION FOR THE OFFL

I. OBJECT
To assemble a lineup of 19 National Football League players in order to play head to head against other team owners in a 14 week regular season and 2 week playoffs. 

II. TEAMS
There are 12 franchises in our duly constituted Rotisserie League composed entirely of NFL players.

III. ROSTER
Each franchise will be allowed to carry 19 active players.  This roster will be comprised of 14 starters and 5 reserves of your choosing. There is no limit of players at one position, but you must have a core roster at all times during the season (draft to week 16) A team�s active roster must consist of the following 19 players:
2 Quarterbacks, 3 Running Backs, 3 Wide Receivers, 2 Tight Ends, 2 Kickers, 2 Team Defences, 5 Reserves.

IV.  ROSTER PROTECTED LISTS
About two weeks prior to the draft each owner must submit their protected roster to the league.  You will be permitted to protect 13 players .  Drafts starting in 2004 and beyond will be 6 rounds in order to fill your roster from 13 positions back up to the mandatory 19 positions. 

V. DRAFT DAY
The draft to top up rosters will take place at a time and place chosen by the owners within one to two weeks of the opening of the regular season. 

On draft day, each franchise, will draft unprotected players currently on an NFL roster.  On the day of the draft your draft picks for the next season become an asset and therefore are available for trading purposes. 
All franchises must draft to fill their team to the 19 player capacity and must maintain the integrity of the 14 core positions.  Owners will draft in reverse order of record (Pts for is the tie-breaker). 
An owner who is unable to participate in the draft must be paid up with the league, must provide a designated person(s) with a detailed draft list, and has no voting rights in any decisions made at such draft / meeting. 

POSITION ELIGIBILITY
A player�s position is chosen when he is drafted and that player must stay in that position for the full year.  No injury replacements are allowed.  You must use your 19 man roster to build a 14 man starting line-up. 

FEES
Basic season franchise fee of $40 will be charged each season to each owner.
Each player transacted out (traded) will result in a $.50 fee.
Any additional expenses for the league that cannot be covered by the above fees will be split equally
Direct expenses will be covered by the league. 
     
COLLECTION OF FEES
Each franchise shall present to the treasurer of the league ,  $40,  1 month prior to the beginning of the season. All transactions fees are payable to the league after the trade deadline (week 10), and will be payable prior to week 14.

PRIZE MONEY
1st Place ----($260 + 50% of transactions)
2nd Place-----($116 + 30% of transactions)
3rd Place ---- ($64 + 20% of transactions)
4th Place ---- $40 -

TRADES
Trades are allowed from completion of the Superbowl (week 16) until the Friday prior to week 10.  In other words from the Friday (midnight) prior to week 10 until the end of the OFFL Superbowl (week 16) trading is not permitted.  You may trade drafts picks of the current year as well.  You may not trade draft picks of the next year until draft day of the current year. 

All owners are responsible for their own affairs and trades are not subject to review for fairness.  All owners are assumed to be trading in good faith and all are assumed to be privy to the same information. 

The keeper of rosters (Internet person et al.) has the right to disallow a trade is it breaches the integrity of an owner�s roster of core players or more than 5 at one position  (i.e. 3 rbs, 2 qbs etc)

Although the fairness of trades is not review on a proactive basis it can be review based on a complaint.  If a trade occurs that is deemed unfair by one of the parties due to whatever reasons, that person, if he cannot work it our with the other owner, can appeal to the league for a review. 

WAIVER
The Tuesday following week 3, week 6, and week 9, all owners may choose to drop up 1 player from their 19 man rosters and pick up 1 new player.  The logistics of the draft will be handled by the roster person responsible for transactions.   Draft is done by reverse order (pts for is tie-breaker)
 
SCORING
Please Scoring Page for breakdown.  All scores are deemed final and accurate until a protest is made to the scorer by the affected Owner.   Ties have been eliminated and replaced with the following rule.  All games will continue to be scored as they have in the past however should a tie result after the head-to-head scoring and counting points we will then count points of all players in the starting line-up that week (i.e.: 2nd QB, TE, D, K and 3rd RB & WR).  Should this still result in a tie we will break it by giving the win to the team with the most TD's that week.

PLAYOFFS
The Winner of each division will be awarded a playoff position as will the non-division winner with the best record.  In case of a divisional tie the modes of tie-breaker will be in this order - head to head, divisional record, points for.  If there is a tie for a wildcard position within the same division the same aforementioned rules pertains.  If a tie for a wildcard position is between two teams not in the same division then the modes of tie-breaker are as follows - head to head, points for.  In the playoffs if there is a tie:  the tiebreaker will be the points of all starting players (ie: including the second QB, TE, D & Kicker and third RB & WR).

RE-ALIGNMENT - realigning divisions will occur again in January 2007 and January 2010.

SCHEDULING - a new schedule will be made each year at random

FINES - a $5 fine will be levied for rosters not submitted on time.
