Fly from Manila to Butuan City Cebu Pacific Airline and Philippine Airline fly everyday to Butuan City. Click here for Cebu Pacific Click here for PAL From Butuan City , buses are driving every 15 minutes to Surigao City. Otherwise, private vans or cars are available for hire to Surigao City. 3. Fly from Cebu to Surigao City Asian Spirit Airline is flying 3 times in a week to Surigao City. Click here for flight details. Traveling from Surigao City to Loreto gives you no other option but to take a motor boat. You can choose to take a public transport or hire a private one. The public transport leaves from Loreto at 5:30am to Surigao and then departs Surigao back to Loreto at 12:30pm. By Sea: There are two recommended routes you can choose from: 1.
