T. E. Lawrence
I cannot stress enough the importance of T. E. Lawrence in Arab history but having said that I would also like
to draw your attention to Gertrude Bell and Sir Richard Burton.
They are certainly less known to the general public but their lifes work do deserve your attention.
Whatever becomes of legends
about the 'Uncrowned King of Arabia', T. E. Lawrence - archaeologist,
soldier, diplomat, serviceman, author, and translator - will survive as a
figure of importance. He will survive in history through his influence on
political developments in the Middle East between 1916 and 1921. He will
survive also as the friend and correspondent of Winston Churchill, John
Buchan, Bernard Shaw, Nancy Astor, Robert Graves, Siegfried Sassoon, Thomas
Hardy, and others. He will survive in English literature as a letter-writer,
and as the author of Seven Pillars of Wisdom. Many serious-minded people,
however, instinctively avoid the subject of 'Lawrence of Arabia'. They are
repelled by conflicting rumours, sensational enigmas, and well-publicised
statements that Lawrence was untruthful and that he misled his biographers. Through research articles,
reviews and bibliography, T. E. Lawrence Studies will attempt to establish
incontrovertible evidence for the assessment of Lawrence's character and
achievements. Through the impressions of people who knew him we hope also to
see something of his outward personality. Through essays such as the
little-known Malraux chapter in our first issue, we pay tribute to the
intangible challenge in Lawrence's thinking which has provoked men and women
of widely differing intellectual convictions to write about him. Finally,
through bibliographical research we shall identify and locate much of the
scattered evidence essential to a full and accurate account of T. E.
Lawrence's life. Research Articles T. E. Lawrence Studies will publish biographical articles based on
painstaking research. In early issues we shall examine the allegation in a
recent biography that Lawrence was trained in intelligence work before the
First World War, and also the suggestion that, in his friendship with Mrs.
Bernard Shaw, he was seeking a 'substitute mother'. There will be an
assessment of his knowledge of Arabic, and an investigation of the identity
of 'S.A.' to whom Seven Pillars was dedicated. There will also be critical
articles such as a discussion of his translation of Le Gigantesque. Contemporary Views A symposium titled T. E. Lawrence by his Friends appeared in 1937, but
many other reminiscences have been published, often in local newspapers or
obscure magazines. T. E. Lawrence Studies will reprint some of these
first-hand accounts, beginning with 'The Sayings and Doings of T.E. as heard
and experienced by the Sims Family', written by Wing Commander R. G. Sims
who, as a Flight Lieutenant, was at Bridlington during the last months of
Lawrence's service career. These notes, written in 1937, have hitherto been
printed only in a small private edition. Other opinions Lawrence's writings contain an articulate record of his deeply
introspective searchings into problems of personal conduct, responsibility
and integrity - against the background of a powerful spiritual idealism. This
philosophical legacy has appealed to several writers of high intellectual
calibre, who have tried to set down their interpretation of what he
represented to himself and to the society he lived in. We intend to reprint some of these essays, written from viewpoints as
different as those of the German priest Father Alfred Delp, and the English
Communist Christopher Caudwell. Although foreign writings will normally be
translated into English, we are beginning this series by reprinting
'N'�tait-ce donc que cela?' by Andr� Malraux in the original French text,
since we feel that it has lost much in the published translation. Bibliography T. E. Lawrence Studies will undertake a major bibliographical project
in the serial publication of Jeremy Wilson's catalogue raisonn� of works by,
about and relating to Lawrence. This survey, prepared over seven years, will
appear in sections, beginning in our first issue with the 'Bibliographical
Sources'. Surveys of Collections A great many of T. E. Lawrence's letters and manuscripts are now in one
or another of the major collections. T. E. Lawrence Studies will publish
surveys of collections held by institutions, giving details of the manuscript
holdings and the scope of the printed material. The first survey, covering
the T. E. Lawrence collections in Oxford, will appear in our second issue.
Later surveys will describe the collections at Harvard College, the
University of Texas, and in the British Library. There will also be reports
on smaller groups of manuscript material. The first issue of T. E. Lawrence Studies attracted much favourable
comment, but until the mid 1980s there were too few subscribers for it to
become viable. In the meantime, publication of Vol. I, No. 2, was repeatedly
postponed and two Newsletters were issued. In 1985 the T. E. Lawrence Society
was formed and in 1990 Jeremy Wilson was elected chairman, with the specific
object of providing subscribers a new high-quality journal. This was, in
effect, T. E. Lawrence Studies under a different name. Jeremy Wilson edited
the first seven issues of the Journal of the T. E. Lawrence Society before
retiring as chairman and editor in 1994. As long as the Journal continues to
serve the purposes for which it was established, there is no need for a
similar publication from T. E. Lawrence Studies. Was Lawrence gay? Lawrence did not marry or live at any time with a partner, of either
sex. As far as we know he never voluntarily had an intimate relationship with
anyone - man or woman. No-one who knew him well suggested that he was homosexual. Very few of
his friends were homosexual. When the accusation was made publicly by Richard
Aldington, twenty years after Lawrence's death, not one of his friends or
contemporaries in the ranks - the people who knew him well - supported it. As
far as I know only two people made this suggestion (in private
correspondence) during his lifetime. Neither of them was more than a slight
acquaintance, and both had very strong personal reasons to wish to discredit
him. They made no secret of their general enmity. There is independent evidence that in Oxford as a young man Lawrence
was attracted to at least one girl, Janet Laurie. In 1910, soon after
graduating from university, he left England to join an archaeological
excavation in a remote part of Syria where there were no European women. As
he spent most of his time there until the outbreak of the 1914-18 war, he had
almost no opportunity to mix with the kind of girl that an Englishman of his
generation might have thought suitable. Nevertheless, he seems to have had
very cordial relationships with English and American women he met in the
Middle East and with his Arabic teacher Fareedeh el Akle. At the beginning of World War One Lawrence was almost certainly
sexually inexperienced, as were the great majority of young officers in the
British army. The sexual morality of the period was very different from
morality today. Despite many attempts by controversial biographers to claim otherwise,
there are no sound reasons to disbelieve his statements in Seven Pillars of
Wisdom and elsewhere that during the war, at Deraa in November 1917, he was
subjected to flogging and violent male rape. Thereafter he seems to have had
a profound horror of sexuality and physical contact with other human beings. The experience at Deraa left very deep psychological scars which are
evident throughout his later writings. In the mid -1920s he developed a
flagellation disorder. We have little reliable information about this, but it
appears that on a relatively small number of occasions (eleven or so) during
the following decade he arranged secretly to have himself beaten in a ritual
related to the events at Deraa. He also appears also to have suffered during
these years from less extreme forms of masochistic disorder. A number of controversial biographers, notably Richard Aldington,
Desmond Stewart (himself openly homosexual), Lawrence James, and Michael
Asher, have written biographies of Lawrence in which they claimed that he was
gay. Neither of Lawrence's major scholarly biographers, myself and John E.
Mack (a Harvard professor of psychiatry) reached that conclusion. In the T.
E. Lawrence Studies website there is very detailed analysis of the case made
by Michael Asher (itself largely derived from the books by James and
Stewart). Whatever Lawrence's personal difficulties in this area, he was not
homophobic. His personal philosophy, throughout his adult life, was that
people should be allowed to lead their own lives. In this and many other
matters he was not judgmental. This tolerance has been misinterpreted. Thus,
the fact that he does not condemn homosexual practices by others in Seven
Pillars of Wisdom has been cited as a basis for assuming that he favoured
such practices himself. Later on Below, on the right, at the landward end of the South Pier, on Gummers
Landing are workshops. Lawrence of Arabia worked here as a marine craft
mechanic and designer when an airman with the R.A.F. marine craft unit in
1934. The flag pole shows where the R.A.F. flag once flew. He had taken the
name T.E.Shaw so that no one would recognise him. He retired and left
Bridlington only three months before being killed in a motor cycle accident
in 1935. The R.A.F. continued to use these workshops for Air Sea Rescue craft
until 1978 when they were superceded by helicopters. Turning with your back
to the sea, you see the tower room where he stayed in the Ozone Hotel, at the
junction of Windsor Crescent and West Street, now the Royal Yorkshire Yacht
Club. A sundial was erected in memorial to him in South Cliff Gardens just
across the road. A week or so later I was exploring the shelves of my favorite used
bookstore and found an old paperback edition of Seven Pillars. I had a little
trouble getting into the book at first. Some of the syntax was difficult to
understand, and some references lost on a modern reader. However, any
difficulty with syntax was soon compensated for by the unfolding adventure
story. The Foundations of the Arab
Revolt Seven Pillars begins with an overview of Arab history, starting with a
short description of the Moslem conquest in the seventh century, and
outlining events through the Arab's eventual overthrown by the Turks in the
eleventh century. The Turkish empire were still overlords in Arabia during
the First World War, and allied with the Germans against Britain and France.
In 1916 Sherif Hussein of Mecca, (leader of the Arabs) declared a rebellion
against the Turks. Lawrence Goes To Mecca Lawrence was sent to Mecca by the British military command in Cairo to
conduct a fact-finding mission. The quality of his reports and the strong
relationships he formed with the Arab leaders led to his ultimate assignment
as British liaison officer, serving with forces of Emir Feisal, one of
Hussein's four sons. Lawrence describes Feisal as the only Arab leader with
the "necessary fire" to successfully lead the revolt. The Arab Revolt Lawrence chronicles the Arab revolt starting with his 1916 mission to
Mecca. He describes his efforts to help Feisal unify the feuding Arab tribes
against the Turks. He recounts missions of up to 1000 miles a month on camel
back, traversing the harshest desert terrain through extremes of cold and
heat. He describes several successful guerrilla campaigns against the Turkish
railroad that played a key role in the ultimate victory. Lawrence profiles British leaders including General Sir Edmund Allenby,
the brilliant Commander-in-Chief of British forces in Egypt and Palestine in
1917 and 18. He compares the British "regulars," disciplined
professional soldiers fighting for duty and empire, and the Arab
"irregulars," undisciplined amateur soldiers fighting for freedom
and the spoils of war. Seven Pillars ends with the Arab army's victorious
capture of Damascus, but that's not the end of the story. Hidden Agend During his years in Arabia Lawrence rode the razors edge between his
duty to the British empire, and his moral duty to Feisal and the cause of
Arab independence. The British military leadership believed an Arab uprising
against the Turks would aid their war with Turkey's ally, Germany. Arab
leaders were lead to believe the British were sincere in their desire to free
the Arab people from the Turkish yoke. Unfortunately for the Arabs, the
British agenda was governed by the politics of empire, not the aspirations of
the Arab people. Several times in Seven Pillars Lawrence expresses his shame
at dealing with the Arabs under false pretenses. Immediately after the fall of Damascus Lawrence returned to England. In
1919 he served in the British Delegation at the Paris Peace Conference,
working closely with the Feisal to secure Arab independence. The Arabs had
helped the Allies win their war with Germany, but now it was time for England
and France to get back to empire building. The French were determined to rule
Syria, while the British had similar ambitions in Palestine and Iraq. In the
ultimate betrayal, Syria, Palestine and Iraq were given over to France and
Britain as mandated territories - colonies in all but name. Feisal, who ruled
in Damascus after the war, was ousted by the French in 1920. Exhausted and disappointed after the Paris Peace Conference, Lawrence
returned to England. He had begun work on his chronicle of the Arab revolt
while in Paris. He published the first edition of Seven Pillars of Wisdom, A
Triumph in December of 1926. To Trust or Not to Trust As I reflect on my conversation with my Arab friend I understand his
frustration. Trusting motives is one thing when trust has been earned, and
something else entirely when it has not. Should we be surprised at the Arab
world's attitude toward the West. Probably not. Should we endeavor to
understand Arab culture and history and earn their trust. The obvious answer
is yes, and reading Seven Pillars is a good place to start. If you are one of our repeat visitors, thank you for your continued

[email protected] Biographical History Thomas Edward Lawrence (1888-1935), known to his family as 'Ned', was
born at Tremadoc North Wales, the second of five sons of Sir Thomas Robert
Tighe Chapman and Sarah Junner. He was educated at Oxford High School and
Jesus College Oxford, from which he graduated in 1910 with a 1st Class
Honours degree in Modern History. After graduation, Lawrence pursued his
earlier enthusiasm for archaeology by participating in the British Museum
Expedition excavating the Hittite city of Carchemish. At various times
between 1911 and 1914, Lawrence worked under the direction of both D.G.
Hogarth and Sir Leonard Woolley. The outbreak of the First World War saw
Lawrence in London where initially he spent time working as a civilian in the
Geographical Section of the War Office. He was commissioned in October 1914
and posted to Cairo to join the Intelligence Office where he remained for two
years. In October 1916, Lawrence accompanied Sir Ronald Storrs to Jidda where
he met one of the Arab leaders, Sherif Feisal (who later became King Feisal I
of Iraq). This meeting began Lawrence's direct involvement with the Arab
Revolt and his close relationship with Feisal and the Arab people. After the War the American journalist Lowell Thomas delivered a series
of lectures in London entitled 'With Allenby in Palestine and Lawrence in
Arabia'. He showed pictures of Lawrence in Arab dress and described some of
his wartime experiences. The lectures proved immensely popular and earned
Lawrence the title 'Lawrence of Arabia'. Lawrence was involved in politics
immediately after the war, petitioning for the Arab cause in the Paris Peace
Conference of 1919. Nevertheless, he wanted to leave the limelight and sought
obscurity; he resigned as adviser to the Colonial Office under Winston
Churchill, in 1922. One of the first things Lawrence did after his
resignation was write his personal account of the Arab revolt. Two earlier
drafts were destroyed or lost before a final limited edition appeared as The
Seven Pillars of Wisdom in 1922. In 1922, with the agreement of the Air Ministry, Lawrence joined the
RAF under the assumed name of John Hume Ross. He entered at the lowest rank
of aircraftsman and was keen nobody should discover his true identity. When
the British press did find out that Lawrence had joined the RAF, the
resulting publicity was unwelcome to the service and to avoid further
embarrassment Lawrence was discharged. Anxious to stay within the services he
spent a brief period in the Tank Corps between 1923-5, before persuading the
authorities to allow him to return once more to the RAF, where he remained
until his retirement in February 1935. Upon his retirement, T.E. Lawrence
spent only a few weeks in his cottage at Clouds Hill before being fatally
injured in a motorcycle accident on 13 May; he died on 19 May 1935. Lawrence was survived by his mother, elder brother Montagu Robert
Lawrence ('Bob') and his youngest brother Arnold Walter Lawrence ('Arnie').
A.W. Lawrence and the solicitor John Snow, were the executors of Lawrence's
will (see MSS. Eng. b. 2095-6, c. 6746-9). After his brother's death, A.W.
Lawrence spent a considerable part of his life promoting Lawrence's memory,
collecting papers about him, and condemning what he considered any
misrepresentation of his character in the press. At the same time he pursued
his own career as a professor of Archaeology at Cambridge University and at
the University College of Ghana. Note: Lawrence used a number of different names or aliases throughout
his lifetime but is referred to as Lawrence in this catalogue. Scope and Content The active role A.W. Lawrence played after T.E. Lawrence's death is
reflected in the division of the collection into two sections, the papers of
T.E. Lawrence (Section A) and of A.W. Lawrence (Section B). It is important
to note that much of T.E. Lawrence's correspondence in this collection is not
original but copies. Section A1 (general correspondence) includes a long series of
typescript and handwritten transcripts of Lawrence letters, which were
prepared and bound by the Lawrence Trustees as part of a project to collect
and record Lawrence letters. The originals were lent by their owners,
transcribed either by A.W. Lawrence, M.R. Lawrence or the author David
Garnett, and the original letter or letters returned to the owner. The
resultant typescripts were arranged alphabetically and bound together (see
MSS. Eng. d. 3327-41). Occasionally, the original letter may also survive, in
MS. Eng. c. 6738, as well as the copy in the typescript volumes. Section A2 contains a significant collection of family correspondence,
arranged chronologically. Lawrence was a particularly enthusiastic
correspondent with his family, writing very descriptive letters of his
activities and surroundings and less frequently about personal matters. Many
extracts from these letters have been published, in The Home Letters of
T.E. Lawrence and his Brothers (Oxford, 1954) and The Letters of T.E.
Lawrence selected and edited by Malcolm Brown (London, 1988). There follows a section (A3) of Lawrence's personal papers, which
mainly consist of material relating to his time spent in the RAF. The RAF
papers have been listed first, and include three bound volumes of transcripts
of Air Ministry correspondence with and about T.E. Lawrence, created by the
Trustees after Lawrence's death. The RAF papers and the remainder of the
miscellaneous personal papers are arranged chronologically. Section A4 contains Lawrence's literary papers and manuscripts,
arranged chronologically according to the order in which he wrote them. These
papers cover most of the major works completed by Lawrence and provide
examples of a few of the essays and contributions he made to various
magazines and journals. (For a comprehensive list of the works of T.E.
Lawrence see Lawrence of Arabia, the authorized biography of T.E. Lawrence
by Jeremy Wilson (London, 1989), pp.966-75.) The main part of Section A5 consists of the Administration papers of
the executors of Lawrence's will, and is by and large arranged
chronologically. There is also a large group of papers relating to the estate
of T.E. Lawrence, which include documents relating to Clouds Hill both in
Lawrence's lifetime and after his death. The remainder of T.E. Lawrence's papers (Section A6), consist of an
extensive photographic collection, covering most periods of Lawrence's life,
but mainly the First World War. It is believed that Lawrence himself took a
large quantity of these pictures, and after the War was keen to acquire the
prints of others in an attempt to chart the Arab revolt. Many of the pictures
remain unidentified and undated. The rest of the collection consists of the papers of A.W. Lawrence and
include his own correspondence with those interested in T.E. Lawrence
(Section B1), and an assortment of material he collected about him (Section
B2). They include documents concerning the impostor and forger E.H.T.
Robinson, who claimed to have served with Lawrence during the First World War
(see MS. Eng. c. 6753, fols. 20-97). Within this section are papers relating
to biographies of T.E. Lawrence, including some particularly interesting
replies to the letters of Robert Graves asking for information on Lawrence in
1927 (Section B3). There are also press cuttings and other printed material,
which reflect to some extent the large audience reached by the exploits of
Lawrence of Arabia (Section B4). Acquisition T.E. Lawrence's papers were given to the Bodleian Library by the
Lawrence family over a period of 45 years, beginning with a gift of family
letters in 1939, and continuing to arrive intermittently throughout the
decades to 1985. The Seven Pillars of Wisdom Trust gave a bundle of press
cuttings to add to the collection in 2000 (see MS. Eng. c. 6767). Restrictions on Access While the restrictions on use of the papers in the Bodleian remained in
force, a simple box list of the collection was used to aid those readers who
had received permission from the Trustees to look at the collection. The
ending of the restrictions on access has prompted the proper sorting and
rearranging of the collection, resulting in new shelfmarks. A conspectus of
old and new shelfmarks is available in the Modern Papers Reading Room (Room
132) to help those who may have old document references. The papers were
given to the Bodleian on condition that until 1970 they could be consulted
only with the written permission of the Lawrence Trustees (who acted for the
family). This restriction was later extended to 1 January 2000. From that date
the Bodleian administers requests for access to and copies of the papers. Restrictions on Use Requests to publish or quote from the papers must be addressed in
writing to the Seven Pillars of Wisdom Trust, through the Bodleian Library. Related Materials Other Lawrence papers in the Bodleian include the holograph draft of
the third version of The Seven Pillars of Wisdom (MS. Eng. hist. d.
112), to be consulted on the microfilm available in the Modern Papers Reading
Room; the final draft of The Mint (MS. Eng. hist. c. 607); and a
commonplace book, Minorities (MS. Eng. misc. d. 788). There are groups
of letters from Lawrence to A.E. Chambers, Geoffrey Dawson, E.T. Leeds (Dep.
c. 760, fols. 1-160) and transcripts of letters to his mother (MSS. Eng. lett.
c. 146-7). Material concerning him is included in the papers of Lionel Curtis
(MSS. Curtis 96, fols. 121-68; 97) and of Geoffrey Dawson. Further individual
letters are to be found scattered through the Library's holdings; details are
available in the Accessions Index, on cards, in Duke Humfrey's Library. In
addition, Jesus College, Oxford holds Lawrence's 1910 thesis; requests to
consult it must be made in writing to the Fellow Archivist at Jesus College. 15&16May,1916: 1. Sir
Edward Grey to Paul Cambon, 15 May 1916 I shall have the honour to reply fully in a further note to your
Excellency's note of the 9th instant, relative to the creation of an Arab
State, but I should meanwhile be grateful if your Excellency could assure me
that in those regions which, under the conditions recorded in that
communication, become entirely French, or in which French interests are
recognised as predominant, any existing British concessions, rights of
navigation or development, and the rights and privileges of any British
religious, scholastic, or medical institutions will be maintained. His Majesty's Government are, of course, ready to give a reciprocal
assurance in regard to the British area. 2. Sir
Edward Grey to Paul Cambon, 16 May 1916 I have the honour to acknowledge the receipt of your Excellency's note
of the 9th instant, stating that the French Government accept the limits of a
future Arab State, or Confederation of States, and of those parts of Syria
where French interests predominate, together with certain conditions attached
thereto, such as they result from recent discussions in London and Petrograd
on the subject. I have the honour to inform your Excellency in reply that the
acceptance of the whole project, as it now stands, will involve the
abdication of considerable British interests, but, since His Majesty's
Government recognise the advantage to the general cause of the Allies
entailed in producing a more favourable internal political situation in
Turkey, they are ready to accept the arrangement now arrived at, provided
that the co-operation of the Arabs is secured, and that the Arabs fulfil the
conditions and obtain the towns of Homs, Hama, Damascus, and Aleppo. It is accordingly understood between the French and British
Governments--- 1. That France
and Great Britain are prepared to recognize and protect an independent Arab
State or a Confederation of Arab States in the areas (A) and (B) marked on
the annexed map, under the suzerainty of an Arab chief. That in area (A)
France, and in area (B) Great Britain, shall have priority of right of
enterprise and local loans. That in area (A) France, and in area (B) Great
Britain, shall alone supply advisers or foreign functionaries at the request
of the Arab State or Confederation of Arab States. 2. That in the
blue area France, and in the red area Great Britain, shall be allowed to
establish such direct or indirect administration or control as they desire
and as they may think fit to arrange with the Arab State or Confederation of
Arab States. 3. That in the
brown area there shall be established an international administration, the
form of which is to be decided upon after consultation with Russia, and
subsequently in consultation with the other Allies, and the representatives
of the Shereef of Mecca. 4. That Great
Britain be accorded (1) the ports of Haifa and Acre, (2) guarantee of a given
supply of water from the Tigris and Euphrates in area (A) for area (B). His
Majesty's Government, on their part, undertake that they will at no time
enter into negotiations for the cession of Cyprus to any third Power without
the previous consent of the French Government. 5. That
Alexandretta shall be a free port as regards the trade of the British Empire,
and that there shall be no discrimination in port charges or facilities as
regards British shipping and British goods; that there shall be freedom of
transit for British goods through Alexandretta and by railway through the
blue area, whether those goods are intended for or originate in the red area,
or (B) area, or area (A); and there shall be no discrimination, direct or
indirect against British goods on any railway or against British goods or
ships at any port serving the areas mentioned. That Haifa shall be a free port as regards the trade of France, her
dominions and protectorates, and there shall be no discrimination in port
charges or facilities as regards French shipping and French goods. There
shall be freedom of transit for French goods through Haifa and by the British
railway through the brown area, whether those goods are intended for or
originate in the blue area, area (A), or area (B), and there shall be no
discrimination, direct or indirect, against French goods on any railway, or
against French goods or ships at any port serving the areas mentioned. 6. That in
area (A) the Baghdad Railway shall not be extended southwards beyond Mosul,
and in area (B) northwards beyond Samarra, until a railway connecting Baghdad
with Aleppo via the Euphrates Valley has been completed, and then only with
the concurrence of the two Governments. 7. That Great
Britain has the right to build, administer, and be sole owner of a railway
connecting Haifa with area (B), and shall have a perpetual right to transport
troops along such a line at all times. It is to be understood by both Governments that this railway is to
facilitate the connexion of Baghdad with Haifa by rail, and it is further
understood that, if the engineering difficulties and expense entailed by
keeping this connecting line in the brown area only make the project
unfeasible, that the French Government shall be prepared to consider that the

Otsda-Mesmie before reaching area (B). 8. For a
period of twenty years the existing Turkish customs tariff shall remain in
force throughout the whole of the blue and red areas, as well as in areas (A)
and (B), and no increase in the rates of duty or conversion from ad valorem
to specific rates shall be made except by agreement between the two Powers. There shall be no interior customs barriers between any of the
above-mentioned areas. The customs duties leviable on goods destined for the
interior shall be collected at the port of entry and handed over to the
administration of the area of destination. 9. It shall be
agreed that the French Government will at no time enter into any negotiations
for the cession of their rights and will not cede such rights in the blue
area to any third Power, except the Arab State or Confederation of Arab
States without the previous agreement of His Majesty's Government, who, on
their part, will give a similar undertaking to the French Government
regarding the red area. 10. The British
and French Governments, as the protectors of the Arab State, shall agree that
they will not themselves acquire and will not consent to a third Power
acquiring territorial possessions in the Arabian peninsula, nor consent to a
third Power installing a naval base either on the east coast, or on the
islands, of the Red Sea. This, however, shall not prevent such adjustment of
the Aden frontier as may be necessary in consequence of recent Turkish
aggression. 11. The
negotiations with the Arabs as to the boundaries of the Arab State or
Confederation of Arab States shall be continued through the same channel as
heretofore on behalf of the two Powers. 12. It is
agreed that measures to control the importation of arms into the Arab
territories will be considered by the two Governments. I have further the honour to state that, in order to make the agreement
complete, His Majesty's Government are proposing to the Russian Government to
exchange notes analogous to those exchanged by the latter and your
Excellency's Government on the 26th April last. Copies of these notes will be
communicated to your Excellency as soon as exchanged. I would also venture to remind your Excellency that the conclusion of
the present agreement raises, for practical consideration, the question of
the claims of Italy to a share in any partition or rearrangement of Turkey in
Asia, as formulated in article 9 of the agreement of the 26th April, 1915,
between Italy and the Allies. His Majesty's Government further consider that the Japanese Government
should be informed of the arrangement now concluded. A

note to your Excellency's note of the 9th instant, relative to the creation of
an Arab State, but I should meanwhile be grateful if your Excellency could
assure me that in those regions which, under the conditions recorded in that
communication, become entirely French, or in which French interests are
recognised as predominant, any existing British concessions, rights of
navigation or development, and the rights and privileges of any British
religious, scholastic, or medical institutions will be maintained. His Majesty's Government are, of course, ready to
give a reciprocal assurance in regard to the British area. 2. Sir Edward Grey to Paul Cambon, 16 May 1916 I have the honour to acknowledge the receipt of
your Excellency's note of the 9th instant, stating that the French Government
accept the limits of a future Arab State, or Confederation of States, and of
those parts of Syria where French interests predominate, together with certain
conditions attached thereto, such as they result from recent discussions in
London and Petrograd on the subject. I have the honour to inform your Excellency in
reply that the acceptance of the whole project, as it now stands, will involve
the abdication of considerable British interests, but, since His Majesty's
Government recognise the advantage to the general cause of the Allies entailed
in producing a more favourable internal political situation in Turkey, they are
ready to accept the arrangement now arrived at, provided that the co-operation
of the Arabs is secured, and that the Arabs fulfil the conditions and obtain
the towns of Homs, Hama, Damascus, and Aleppo. It is accordingly understood between the French and
British Governments--- 1. That France and Great Britain are prepared to
recognize and protect an independent Arab State or a Confederation of Arab
States in the areas (A) and (B) marked on the annexed map, under the suzerainty
of an Arab chief. That in area (A) France, and in area (B) Great Britain, shall
have priority of right of enterprise and local loans. That in area (A) France,
and in area (B) Great Britain, shall alone supply advisers or foreign
functionaries at the request of the Arab State or Confederation of Arab States.
2. That in the blue area France, and in the red
area Great Britain, shall be allowed to establish such direct or indirect
administration or control as they desire and as they may think fit to arrange
with the Arab State or Confederation of Arab States. 3. That in the brown area
there shall be established an international administration, the form of which
is to be decided upon after consultation with Russia, and subsequently in
consultation with the other Allies, and the representatives of the Shereef of
Mecca. 4. That Great Britain be accorded (1) the ports of
Haifa and Acre, (2) guarantee of a given supply of water from the Tigris and
Euphrates in area (A) for area (B). His Majesty's Government, on their part,
undertake that they will at no time enter into negotiations for the cession of
Cyprus to any third Power without the previous consent of the French
Government. 5. That Alexandretta shall be a free port as
regards the trade of the British Empire, and that there shall be no
discrimination in port charges or facilities as regards British shipping and
British goods; that there shall be freedom of transit for British goods through
Alexandretta and by railway through the blue area, whether those goods are
intended for or originate in the red area, or (B) area, or area (A); and there
shall be no discrimination, direct or indirect against British goods on any
railway or against British goods or ships at any port serving the areas
mentioned. That Haifa shall be a free port as regards the
trade of France, her dominions and protectorates, and there shall be no
discrimination in port charges or facilities as regards French shipping and
French goods. There shall be freedom of transit for French goods through Haifa
and by the British railway through the brown area, whether those goods are
intended for or originate in the blue area, area (A), or area (B), and there
shall be no discrimination, direct or indirect, against French goods on any
railway, or against French goods or ships at any port serving the areas
mentioned. 6. That in area (A) the Baghdad Railway shall not
be extended southwards beyond Mosul, and in area (B) northwards beyond Samarra,
until a railway connecting Baghdad with Aleppo via the Euphrates Valley has
been completed, and then only with the concurrence of the two Governments. 7. That Great Britain has the right to build,
administer, and be sole owner of a railway connecting Haifa with area (B), and
shall have a perpetual right to transport troops along such a line at all
times. It is to be understood by both Governments that
this railway is to facilitate the connexion of Baghdad with Haifa by rail, and
it is further understood that, if the engineering difficulties and expense
entailed by keeping this connecting line in the brown area only make the
project unfeasible, that the French Government shall be prepared to consider
that the line in question may also traverse the polygon Banias-Keis
Marib-Salkhab Tell Otsda-Mesmie before reaching area (B). 8. For a period of twenty years the existing
Turkish customs tariff shall remain in force throughout the whole of the blue
and red areas, as well as in areas (A) and (B), and no increase in the rates of
duty or conversion from ad valorem to specific rates shall be made except by
agreement between the two Powers. There shall be no interior customs barriers between
any of the above-mentioned areas. The customs duties leviable on goods destined
for the interior shall be collected at the port of entry and handed over to the
administration of the area of destination. 9. It shall be agreed that the French Government
will at no time enter into any negotiations for the cession of their rights and
will not cede such rights in the blue area to any third Power, except the Arab
State or Confederation of Arab States without the previous agreement of His
Majesty's Government, who, on their part, will give a similar undertaking to
the French Government regarding the red area. 10. The British and French Governments, as the
protectors of the Arab State, shall agree that they will not themselves acquire
and will not consent to a third Power acquiring territorial possessions in the
Arabian peninsula, nor consent to a third Power installing a naval base either
on the east coast, or on the islands, of the Red Sea. This, however, shall not
prevent such adjustment of the Aden frontier as may be necessary in consequence
of recent Turkish aggression. 11. The negotiations with the Arabs as to the
boundaries of the Arab State or Confederation of Arab States shall be continued
through the same channel as heretofore on behalf of the two Powers. 12. It is agreed that measures to control the
importation of arms into the Arab territories will be considered by the two
Governments. I have further the honour to state that, in order
to make the agreement complete, His Majesty's Government are proposing to the
Russian Government to exchange notes analogous to those exchanged by the latter
and your Excellency's Government on the 26th April last. Copies of these notes
will be communicated to your Excellency as soon as exchanged. I would also venture to remind your Excellency that
the conclusion of the present agreement raises, for practical consideration,
the question of the claims of Italy to a share in any partition or
rearrangement of Turkey in Asia, as formulated in article 9 of the agreement of
the 26th April, 1915, between Italy and the Allies. His Majesty's Government further consider that the
