This is so that people can't contact one single member of the committee via the web site and start telling them all sorts of things that the entire committee needs to hear. I know a way to make one e-mail from a website go to several recipients, but it shows each individual address and any of them can be removed by the sender.
Since the definition of ethical is transparent, I think the committee should share all committee/ethics related business with each other equally. If people don't have an ulterior motive when contacting just one committee member to register their complaint with, then it's probably not a valid complaint to begin with and the committee members should not be bothered with it. There is a form and everyone should use it.
