INTRODUCTION

As President Clinton sat down in his Oval Office to browse the Internet for information regarding the past World Series, he came upon a web site that announced the Atlanta Braves as winning the World Series in 1999. He proceeded to tell the Secretary of State, Madeleine Albright, that his favorite team had won the World Series, but she pointed out to him that the Yankees were the winners of the of the World Series, and not the Braves.

Clinton was very embarrassed by this, so he met with his Cabinet to discuss ways to find out if sites are giving out correct information or not. "It is a matter of national security!"

At the next major news conference, President Clinton decided to send a team of trained experts into cyberspace (the Internet) to evaluate web sites, and to use the appropriate methods necessary to discern if a web site is valid to use for researching. There was only one team of experts that could perform this tedious task, and that was his special unit known as the MSFO.
