Health Care Development International and the African Development Bank. December 1997. Developed project sub-components on improvements in administrative management, and policy and planning process.

Clark Atlanta University and USAID, Cairo, Egypt. June - July 1993. Conducted a project assessment, from project inception in 1989 through mid 1993, developed a strategy for project activities through 1995, and developed justification for project extension through 1997.

The Asian Development Bank, Manila, Philippines, and Ministry of Health, Islamabad, Pakistan. July -September 1990. Developed project components to computerize the information system for health and population, to establish a Human Resources Development section at the Ministry level, to computerize manpower planning, and to improve and expand management training for doctors and paramedical personnel.

Pragma Corporation and USAID, Monrovia, Liberia. June-August 1988. Conducted an assessment of trained health manpower, including an analysis of government and private health manpower training programs, how health manpower was deployed to government, PVO and company operated hospitals, health centers and health posts. UNICEF, Islamabad, Pakistan. June-September 1982. Developed a proposal to establish a management cell in the Directorate of Health, Northwest Frontier Province, and evaluated the planning, organization and management of the 1982-84 Pakistan Accelerated Health Program (AHP).

Management Taskforce, Denver, CO. February-April 1981. Production analysis of a Native American owned pottery factory, and 8 (a) annual reviews of owner operated small businesses.
