This picture was taken at the Kattendijkdok in Antwerp. In the background you can see the Cathedral and the Boerentoren topped with a big "A" related to the fashion year in Antwerp. The keys behind aren't used for commercial reasons, but appeal greatly to large cruise ships as they're  almost in the old city center.
