CONSTITUTION OF THE WILLIAM J. HARRIS FAMILY SOCIETY ARTICLE I. NAME The name of this Organization shall be the William J. Harris Family Society. ARTICLE II OBJECT Sec. (a) To effect an organization within the family of William Jasper Harris, which will firmly unite its members in close bonds of spiritual and social relationships. Sec. (b) - To research, establish, maintain and distribute the genealogical data of the William J. Harris family, and of such other families as are now, or may hereafter become associated with the Society. Sec. (c) To compile a historical and genealogical record of the family and its members in such a way that important information is readily available. Sec. (d) - To encourage, direct, and perform such Latter-Day (sic)Saint Temple work at regular intervals or as may from time to time appear proper. Sec. (e) - To encourage Latter-Day Saint Missionary work by and among its members; endeavor to keep missionaries in the field at appropriate times; and where necessary help to defray mission costs to those members called to missionary work. Sec. (f) - To encourage industry, thrift and self-reliance among its members; to improve their material, moral, social and spiritual welfare, and to enhance the prestige of the Society and of its constituent families and members. Sec. (g) - To unite annually in a reunion, and in a business meeting to conduct such business of the Society and its members as may be duly brought before it. Sec. (h) - To raise funds necessary to prosecute genealogical research, procure records, and unitedly work to complete the family genealogy, and to equitably distribute the cost of the Society and of its activities over its families, or members. ARTICLE III PARTICIPATING FAMILIES Sec. (a) - The following ten families shall be recognized as constituting the posterity of William J. Harris: 1. The family of William J. Harris, Jr. and Jessie L. Freckleton and all of the posterity thereof from genera-ion (sic) to generation. 2. The family of Joseph A. Harris and Joanna Patten and all of the posterity thereof from generation to generation. 3. The family of Hyrum S. Harris and Delia Tweedy and all of the posterity thereof from generation to generation. 4. The family of Mary Emily Harris and Walter S. Corbett and all of the posterity thereof from generation to generation. 5. The family of Franklin H. Harris and Josephine Robinson and all of the posterity thereof from generation to generation. 6. The family of Lucy Smith Harris and John Simmons and all fo the posterity thereof from generation to generation. 7. The family of John F. Harris and Lydia Boyle and all of the posterity thereof from generation to generation. 8. The family of Zina Christine Harris and George Furner and John Dennis and all of the posterity thereof from generation to generation. 9. The family of Martha Artemissa Harris and Walter H. Startup and all of the posterity thereof from generation to generation. 10. The family of Sarah Lovina Harris and Roy Passey and all of the posterity thereof from generation to generation. (Mercy Ann Harris Dennis is recognized, having died without issue.) Sec. (b) - Hereinafter, each of these families and its respective posterity shall be referred to as a "family" for the purpose of designation and brevity. ARTICLE IV. MEMBERSHIP Sec. (a) - There shall be one class of membership in the Society: Sec. (b) - Beside the living progenitors of the ten families designated in Article III, membership shall include, in this Society: 1. The children of the progenitors of the ten families, and their children. 2. The wives and husbands of the children of the progenitors of the ten families, and their children. 3. The blood and law posterity thereof from generation to generation. Sec. (c) - Death of a member of any generation of posterity shall not remove membership of the husband or wife of the deceased nor his or her children. Sec. (d) - In case of divorcement where a member is thereby disassociated from the family line, the membership thereof may be automatically be discontinued, but the rights of membership shall not be denied to the children of that marriage. ARTICLE V. OFFICERS AND THEIR ELECTION Sec. (a) - The legislative authority of the Society shall be vested in its members who are qualified voters. Sec. (b) - The administrative and executive authority of the Society shall be vested in the elective officers who shall constitute the executive committee: The elective officers shall be: 1. A President 2. A 1st Vice-President 3. A 2nd Vice-President 4. A Secretary and Treasurer 5. Master of Ceremonies for next reunion Sec. (c) - The President, 1st and 2nd Vice-Presidents, Secretary-Treasurer and Master of Ceremonies for next reunion shall be elected by the members of the society annually and these officers shall hold office for one year or until their successors shall have been elected and installed. The election of officers shall be held during the October Meeting of the Society each year. Sec. (d) - In the event of the occurrence of a vacancy in the office of President, the 1st Vice-President shall automatically become President, and in the event of a second vacancy in that office during that term, the 2nd Vice-President shall succeed to the office. Sec. (e) - In the event of the occurrence of a vacancy in any other office of the Society, the Executive Committee shall appoint a member to fill the unexpired term. Sec. (f) - In addition to the Elective Officers, there shall be appointed by the Executive Committee 1. A Genealogist, 2. A Historian, 3. An Editor. Sec. (g) - In addition to the Elective Officers, and Executive Committee appointees, there shall be an honorary president, non-elective, life tenure, to serve without counselors. The honorary president shall be the oldest living member of the family. She shall be duly recognized in all assemblies of the family. Through the prestige of her position, the honorary president will exercise her influence to maintain harmony and good will. ARTICLE VI. STANDING AND SPECIAL COMMITTEES Sec. (a) - The standing committees of the Society shall be as follows, with such other standing committees as shall from time to time be found to be in the best interests of the society: 1. A Reunion Committee of not to exceed one member from each family. 2. A Genealogical & Temple Committee consisting of Society Genealogist and one Assistant from each family. 3. A Finance Committee of one member from each family. 4. An Historical Committee consisting of the Society Historian and one member from each family. Sec. (b) - Each of the Standing Committees provided for herein may appoint such sub-committee as it may deem expedient without regard to family memberships, but the members of the sub-committees shall have no voice in the affairs of the Standing Committees, except of the sub-committee to which they have been appointed. Sec. (c) - Members of the Standing Committees shall be ap-pointed by the Executive Committee for a term of one year, from one or more nominations submitted to the committee from each chapter, and the Chairman of each Committee shall be appointed by the Executive, except that the Genealogist shall always be Chairman of the Genealogical Committee, and the Historian shall be Chairman of the Historical Committee. Sec. (d) - Vacancies on the Standing and Special Committees shall be filled by the Executive Committee. ARTICLE VII. CHAPTERS. Wherever members of the Society may live, or a branch of one or more families is located, District Supervisors and Assistant Supervisors as needed are to be chosen by that group. The Supervisor and Assistant Supervisors shall be chosen by the members in the locality in question at regular meetings of which all members are duly notified in advance by the Supervisor. In order to initiate this procedure the Executive Committee may ap-point a temporary Supervisor to call the members in any locality together to effect a permanent or regular organization. ARTICLE VIII. MEETINGS. Sec. (a) - The Society shall meet annually in reunion; also annually for the election and installation of officers, consideration of reports of officers and committees, and for the transaction of the business of the Society. The annual reunion shall be held on the birth date of Martha Ann Smith Harris, May 14. The election and business meeting shall be held on the birth date of William Jasper Harris, October 25. This meeting may be combined with an appropriate program in honor of William Jasper Harris. The Secretary shall duly notify all Supervisors in other cities in writing, of such meetings, and the Supervisors shall notify all members in their locality, and when necessary, shall insert advertisement of meeting in local papers. Sec. (b) - Special meetings of the Society may be called by the President, or by any group, Cousins' organization, or of ten or more members in which at least nine of the ten families are represented. Sec. (c) - The Executive Committee and all Standing Committees shall meet annually for the consideration of their responsibilities and at such other times as may be considered in the best interests of the Society. These meetings shall be called by the Chairman of the respective groups, within one month after each reunion. *** BY LAWS *** ARTICLE I. QUORUM. Sec. (a) - A majority of those present shall constitute a quorum for the transaction of business at any regularly called and advertised meeting. Sec. (b) - A Quorum of the Executive Committee shall be constituted for the transaction of business when the President and at least two other members of the Committee are present. Sec. (c) - Fifty percent of the members of any Standing or Special Committee shall constitute a quorum for the transaction of business. Sec. (d) - A Quorum must be present at any Committee meeting at which business is transacted or a vote taken committing the committee to any proposal or action. ARTICLE II. VOTING Sec. (a) - Members of the Society who shall have reached the age of 15 years or more shall be qualified to vote in the affairs of the Society. Sec. (b) - It shall be urged that all affairs of the Society shall be decided with the spirit of unanimity, but in cases of divided opinion, the vote of the majority shall prevail in all cases where it is not otherwise provided. Sec. (c) - Voting for officers shall be by secret ballot whenever there is a contest for an office, and the presiding officer (outgoing President) may call for a secret ballot at such other times as may appear to be in the interests of the Society, but otherwise all voting shall be by viva voce. ARTICLE III. NOMINATION OF OFFICERS. The Nominating Committee shall consist of three members. They shall be chosen because of their general acquaintance with the members of the family and shall be as representative as possible of the various families of the Society. This Committee shall meet at some time before the annual meeting of the Society at which the officers are elected, and shall select two persons for the office of President, two for the office of 1st Vice-President, two for the office of 2nd Vice-President, two for the Office of Secretary and Treasurer, and two for Master of Ceremonies. The names of three (sic - perhaps this should read, "three?")persons shall be presented to the Society at its annual meeting and voted upon, nominations may also be made from the floor by any voting member. This Committee shall be selected by the Executive Committee at each annual meetings and will act for one year. After they have nominated at least two sets of officers for each position and one candidate has been elected, then the members of that committee have finished their work and a new committee will be appointed for the following year. ARTICLE IV. DUTIES OF OFFICERS. Sec. (a) - The President shall preside at all meetings and be empowered to call regular and special meetings and instruct the Secretary to notify the members of the meetings. He will be the chairman of the Executive Committee, and with the other members of that committee, shall have general supervision of the whole organization. He shall see that the Genealogical records are being properly kept, and that research is being conducted to extend the record of connective pedigree. He shall seek to interest all the relatives in this work and draw them into this Society. He shall see that minutes of each annual meeting are read and properly kept in a permanent record book. He shall be an ex officio member of all committees of the Society. Sec. (b) - The Vice-President shall preside over the meetings of the Society, and assume all other duties of the President in his absence. Sec. (c) - The Secretary-Treasurer shall be the custodian of all minutes and other records of the Society not otherwise specifically provided for. It shall be his duty to record the minutes of all meetings of the Society; and as directed by the President, to send notices of meetings thereof and keep records fo attendance of meetings. He shall also send notice of general meetings of the Family Society to the Genealogical Editor of the Utah Genealogical Society, 47 East South Temple Street, Salt Lake City, Utah, and ask him to place the same in the Genealogical Column of the Deseret News. The Secretary-Treasurer shall be the custodian of the funds of the Society and of its financial resources. He shall receive and disburse all money of the Society under such terms and conditions as may be prescribed by the Executive Committee. He shall be responsible for and shall keep an accurate record of all financial transactions of the Society. he shall give proper receipt for all money or other things donated to the Society, and shall properly record all such transactions n the Society Financial Record, giving name and address of the giver. Financial Records of the Society shall be available for examination by paid up members at all reasonable times. The Secretary-Treasurer shall open and maintain a proper bank account under the direction of and in accordance with the instructions from the Executive Committee whenever in their judgment such a step is considered advisable. Sec. (d) - The Master of Ceremonies for the reunion will coordinate with the Executive Committee on details of the reunion program. He will make every effort beforehand to plan his program in order to make it as interesting as possible. Sec. (e) - The Historian shall compile a biographical record of the family including pictures and anecdotes of members of the family which may be of interest, and shall keep an historical record of the annual reunions and of the affairs of general interest to the Society, not otherwise provided for herein. Sec. (f) - It shall be the duty of the Reunion Committee to plan, organize and carry into being under th direction of the President, all social reunions or events of the Society, and act as a program and reception committee at all meetings and social functions of the Society. Sec. (g) - It shall be the duty of the Genealogical Committee under the chairmanship of the Genealogist to research, establish, maintain and distribute the genealogical data of the families represented in the Society. The records of the Genealogical Committee shall be available for the inspection of all members of the Society at the office of the Genealogist, and upon request, the Genealogist shall furnish to the Secretary-Treasurer, copies of all committee records as they are compiled from time to time. Sec. (h) - The Finance Committee shall have the responsibility of finding ways and means to encourage the members of the Society to contribute funds for the financing of the affairs of the Society. It shall be the duty of this committee to recommend ways and means of building a permanent income and endowment for the Society, and it shall perform such other financial duties of a financial nature as may be deemed to be in the best interests of the Society. ARTICLE V. REPORTS OF OFFICERS AND COMMITTEES. Sec. (a) - In order that the Society may have funds with which to conduct and perform its activities and functions, there is hereby suggested that the annual Membership contribution be $1.00 per year, for each member of the Society, payable at or before the Annual October meeting. Contributions of this or small amount shall be encouraged from younger members. Provided that at any annual business meeting the amount of Membership fees may be changed and the method of assessing or collecting them may be altered by a vote of the majority of the qualified members present. Sec. (b) - Contributions for either specific or general purposes may be accepted by the Society from any legitimate source. ARTICLE VII. PROCEDURE. All cases of Procedure not specifically provided herein shall be governed by Roberts Rules of Order. ARTICLE VIII. ORDER OF BUSINESS The order of business for the annual meetings shall be as follows: Call to Order by the President. Invocation. Minutes of previous business meeting. Reports of Special Committees. Reports of Standing Committees. Report of Secretary and Treasurer. History of the last Reunion and Historical Report. Report of the President. Other unfinished business. Report of the Nominating Committee. Nominations from the floor. Election of Officers. Addresses by new officers. Scheduled and unscheduled new business. Benediction. Adjournment. The order of business for all other Reunion Meetings and activities will be announce by the Reunion Committee. ARTICLE IX. AMENDMENTS. Amendments to these by laws may be made at any regularly called annual business meeting by a vote of a majority of those qualified voters present.
