Mildred "Millie" Bayne
Ms. Bayne graduated from Pittsburg State University with a degree in Information Systems. She managed the college computer center's data center until becoming a full-time wife and mother for the next 15 years. Ms. Bayne returned to the workplace in 1991 after earning her MBA at the Rochester Institute of Technology in Rochester, NY. Her first position was as Comptroller at ANRO Engineering in Lexington, MA, a government contracting firm supporting DARPA and the US Army. After relocating to Virginia, Ms. Bayne began working for Scitor Corporation as a contracting officer where she gained valuable experience in IDIQ contracts, mostly in support of the National Reconnassiance Office and the National Geospatial Agency. In 2000, Ms. Bayne joined Integrity Applications, Inc., in the role of Chief Financial Officer. She handled all of the business related functions during the firm's formative years, including finances, contracts, establishment of  three GSA contracts, and human resources. During her six years as the CFO for IAI, the company grew from 11 people and $1.5 million in revenue to 165 employees and $36 million. Ms. Bayne helped build a solid foundation for growth enabling IAI to be named one of the 50 fastest growing companies in Virginia and a "Great Place to Work," in small to mid-size companies, by the Great Place to Work Institute. Upon her retirement, IAI established the Millie Bayne Distinguished Service Award for its outstanding employee of the year.
Kimberly J. Dalrymple
Ms. Dalrymple is a management professional with extensive and progressive experience in leadership and personnel development, project management, piolicy formulation, communications and information technology career field management, technical writing and editing, executive support servies, communications security, logistics support; and instructing and training. Since April 2007, Ms. Dalrymple served as Director of Business Development at Merlin International in Fairview Heights, IL. Her responsibilities included researching and identifying opportunities in the Scott AFB area to support US Transporation Command and other military units in Information Technology. She proposed strategies and prepared briefings for capturing business; established teaming agreements and task order processing procedures for USTRANSCOM Advisory and Assistance, A & AS, contract, and participated in the project management of the Corporate Meta Data Repository. She has served as Commander with the AF Frequency Management Agency at the Pentagon, in Washginton DC, serving as executive agent for implementing AF use of the radio frequency spectrum, and directed the Interservice Radio Frequency Management School at Keesler AFB, Mississippi, and managed the AF enlisted electromagnetic spectrum management career specialty. She also developed Congressional testimony for Joint Staff concerning military need for spectrum. As Chief and Assistant Chief of Staff in the Program Control Division and Program Management Policy at the HQ AF Communications Command at Scott AFB, Illinois, Ms. Dalrymple formulated guidance on financial management and funding strategies of lifecycle support of communications-computer systems valued in excess of $5.8B for 47 Program Management offices. As Chief of Logistics Plans and Maintenance Management at HQ Air Intelligence Agency at Kelly AFB, Texas, she directed planning, programming and delivery of integrated logistics support for new systems acquired by USAF and the National Security Agency. In support of DESERT SHIELD/STORM, she shipped massive amounts of equipment and supplies to support all-source intelligence taskings and published deployment checklists to streamline processing of personnel. From 1979 to 1982, she taught mathematics at the USAF Academy, Colorado Springs, CO. Ms. Dalrymple received an MS in Systems Management at the University of Southern California, Los Angeles, CA, and a BS in Mathematics from Michigan State University in East Lansing, MI; attended in residence the AF Squadron Officer School in 1976, the AF Air Command and Staff College in 1988, the AF Air War College in 1990, and was selected for promotion to Major and Lieutenant Colonel from below-the-zone (top 2% of all officers).
Charles T. (Tom) Farmer
Tom Farmer has provided business development for multiple companies, specializing in opportunities with the US Air Force. During his 26-year Air Force career, he held a number of key positions, including Pentagon assignments in the Air Staff and the Office of Secretary of Defense. Mr. Farmer spent the last five years of his Air Force career as the Director of Cost Analysis for AF Logistics Command, a key job that placed him in a unique position of dealing with virtually every aspect of the Command's business, including decisions on major weapon systems' acquisition, logistics IT program, facilities projects, depot maintenance, spares support, and base realignment and closure. He also was instrumental in merging the cost analysis capabilities of AF Systems Command and AF Logistics Command when they were combined to form AF Materiel Command in 1992. Since he retirement from the Air Force, Mr. Farmer's responsibilities and experiences cover the full range of marketing activities, including identification and qualification of new leads; complete program analysis; market research; teaming and competitive analysis; capture strategy, development and proposal preparation; management, and direct marketing to key government officials. His business development experience includes work for L-3 Communications, Government Services, Inc., L-3 Communications Titan Corporation, now Engility, and SI International, Inc. He is also an on-call employee to Bearing Point, serving as an advisor in cost analysis and has been asked to join Aerospace Business Development Associates, Inc., a Dayton group of senior associates providing business development support for small businesses. Mr. Farmer received his BS from North Carolina State University in Raleigh, NC, and his MS from Stanford University in Stanford, CA. He is a graduate of Squadron Officers School, Air Command and Staff College, and the Industrial College of the Armed Forces.
Paul R. Rohs
Paul Rohs has been an active member of the defense acquisition business for over 30 years. Mr. Rohs is currently the Principal and Program Manager, Professional Services, and Defense Support Services for Serena Software, Inc., where he manages all professional service activities for defense customers. Prior to joining Serena, Mr. Rohs was Vice President and Chief Scientist for a division of L-3 Communications. While in this role, Mr. Rohs drove the Systems Security Accreditation efforts to successful completion for the first operational Air Operations Center. Before accepting this position at L-3, Mr. Rohs also served with other defense companies in management and providing technical and engineering services for the Department of Defense. Mr. Rohs retired from the US Air Force in 1997 after a distinguished career in engineering and as a Certified Acquisition Professional Level III Program Manager. Mr. Rohs was the author and Program Manager of the B-2 Mission Planning Porgram and other major system acquisition programs at the Mission Planning Systems Program Office at the AF Electronic Systems Center. Mr. Rohs earlier served with the AF Wright Aeronautical Laboratories, Flight Dynamics Laboratory at Wright-Patterson AFB in Dayton, Ohio. Mr. Rohs had extensive experience in artifical intelligence, hypersonic aerodynamics and analysis, flight control and later in flight test while serving as the Flight Test Director of the Advanced Fighter Technology Integration, AFTI, F-16 Program. Mr. Rohs holds a BS in aeronautical and astronautical engineering from Ohio State University, and an MS in electrical engineering from the Air Force Institute of Technology at Wright-Patterson AFB in Dayton, Ohio.
