As head of station T, Turkey Kerim Bey acts as both Bond's guide and overlord in this unfamiliar territory. With his sons he establishes the connection needed with Tatiana Romanova who will provide Bond with the Lektor.
Contrary to his opinions M encourages Bond to do what he has to do with Tatiana Romanova in order to secure the Lektor for the Secret Service. Uncomforted by Bond almost revealing an encounter between himself and an undescribed lady in Tokyo. M grumpily asks Miss Moneypenny to leave the meeting between himself and other MI6 dignitaries.
He remains technical without any of the other traits and comments which would become synonymous in the later bond film.
