Lisle yearns for the perfect, fantastic love, while her cousin Tess will only accept what she can see and hold. Darius loves Lisle, but is pursued by Tess. Meanwhile, Darius' friend Wirt, the town joker, uses humor and charm to entrance the down-to-earth Tess. Peter's ability to charm any living creature by playing his pipe falls right into Frank's hands and agrees to pipe away the rats in the town. Frank takes the credit, then refuses to pay Peter. Teamed with Sylvia and her friend, Ham, Peter and Claire devise a way to make the mayor see the error of his ways.
