There are Three ways of getting your Jay Treaty Status documented.
1.) Airplane--- Call Ahead to book time with a INS officer, you don't want to miss your flight while they fill forms out.
2.) Land--- It is a good idea to call ahead to book time with a INS officer.
3.) Local INS Office --- They are not too knowledgable about the Jay Treaty, especially the southern States that are not near the Canadian border.
Show up with your documentation, Indian Photo Card, Letter of Blood Quantum. They may ask questions about your heritage to make sure your are at least 50 Percent Indian.
