Pretend a foreign assassin has assassinated the president.  Would you blame the country from which the assassin came?  Would you want the assassin and his homeland punished?  I don�t think that we should ever punish some ones homeland for a crime like this unless some one in high-ranking government helped plan it.  If he were a hit man from one of there police or other government offices then they should be in big trouble for some thing like that and we would have to take immediate action toward that country.  If the man was working a lone then why would we want to hurt they country that he came from they had no say or role in what the man did.  If the man took the presidents life it would have to be treated as any other case in trial they could not say he gets the death penalty just because it was the president.  The man would be punished and the country would have to move on and get over that loss.
