THE MICHIGAN DEPARTMENT OF STATE POLICE SHALL PROVIDE LEADERSHIP, COORDINATION, AND DELIVERY OF LAW
ENFORCEMENT AND SUPPORT SERVICES IN ORDER TO PRESERVE, PROTECT, AND DEFEND PEOPLE AND PROPERTY, WHILE
RESPECTING THE RIGHTS AND DIGNITY OF ALL PEOPLE.

Recognizing its unique position within the public safety community, the Michigan Department of State Police accepts the responsibility to develop and
coordinate state level programs, technologies, and support services that enhance enforcement and emergency response capabilities throughout the state.
These efforts will include the focused delivery of educational and regulatory programs that enhance public safety and prevent crime. In addition, the agency
will aggressively pursue ways to improve the overall efficiency of the criminal justice system through improved communication, information management, and
automation. To this end, strategies initiated by the department will address one or more of the following organizational goals:

     I. DETER CRIMINAL ACTIVITY AND SEEK, DETECT, AND ARREST OFFENDERS OF THE LAW

This goal will be accomplished through the delivery of direct investigative services to crime victims by troopers and detectives at the post, district, and
division levels. In addition, investigative support will be provided to federal, state, and local agencies in cooperative efforts designed to deal with complex
criminal activity. Consistent with our mission, the department will make every effort to react quickly in response to crime trends, employ the most current
crime fighting technology, promote cooperation within the law enforcement community, and ensure compatibility between public safety efforts and the ever
expanding services being provided by the private security industry.

     II. ENHANCE TRAFFIC SAFETY, DETER MOTOR VEHICLE CRASHES, AND ENFORCE THE MICHIGAN VEHICLE CODE

The Michigan State Police will provide aggressive leadership to reduce traffic crashes and raise public awareness of traffic safety issues through education,
enforcement, and visibility patrols. Innovative traffic safety strategies will be identified and employed to positively impact the motoring public’s driving
behaviors. Legislative initiatives that improve traffic safety and enhance enforcement efforts will be pursued.

     III. PROVIDE SERVICES THAT SUPPORT AND COORDINATE THE EFFORTS OF LAW ENFORCEMENT AGENCIES AND THE
     ENTIRE CRIMINAL JUSTICE COMMUNITY

The department recognizes its responsibility to provide support services not otherwise available to local components of the criminal justice community. The
research and development of crime fighting technologies and the delivery of forensic science services remains critically important in the ongoing effort to
improve crime solvability. The automation and integration of law enforcement and criminal justice reporting and record keeping systems will help ensure that
accurate and timely information is made available in the most efficient manner possible. State level support and coordination must also be provided to public
safety agencies at the local level to ensure an effective response to critical incidents.
