Missouri Compromise
The Missouri Compromise, created by Henry Clay, was created to solve a long and fierce debate in congress over the admission of Missouri into the United States as a slave state.  This would upset the delicate balance of power and no side was willing to budge.  Eventually when Maine petitioned for statehood, Clay saw and opportunity to creat a compromise to conserve the balance of power.  Missouri would be admitted as a slave state and Maine as a free state.   Also, the 36 30 line of lattitude would be created to slove any future problems.
