Comprehensive TQM Implementation Plan

Based on test data from the 2004 – 2005 and 2005 – 2006 school years poor Language Arts tests scores on the CRCT seem to be a problem.  In order to successfully implement a TQM plan an outside consultant will be hired.  The consultant was hired because she understands the school’s needs and goals and understands the “big picture” of what we want from our students.  In order to help the school improve Language Arts test scores on the CRCT three schools were benchmarked: Rocky Branch Elementary School, Tritt Elementary School and Vaughn Elementary School.  These three schools have similar demographics as well as reading and math scores on the CRCT.  They also have scores on the Language Arts portion of the CRCT that the school would like to achieve. 

In order to have successful implementation of the TQM it is necessary to form   committees.  All staff members will serve on a committee so they have input in the improvement plan.  These committees include an Executive Steering Committee, Local Steering Committee and Local Quality Teams. 

            The Executive Steering Committee will include the superintendent, board of education members, elementary curriculum supervisor, the principal and assistant principal from my school, two teachers and three parents.  The purpose of this committee is to provide the leadership necessary for the TQM plan to work.  They will also monitor the progress throughout the course of the TQM process, provide any training that is necessary for the teachers and provide any resources that are needed for the plan to be successful.  This committee will be responsible for using data that has been collected to develop the TQM model which will be followed in the school.  They will use data collected to find improvement opportunities and revise any necessary policies to ensure that the TQM implementation plan is successful.

The Local Steering Committee will include the principal, assistant principal, one teacher from each grade, three parent representatives and the consultant.  The members of the Local Steering Committee will also observe and meet with representatives from the benchmarked schools to see what techniques or programs they have felt are successful in teaching Language Arts.  The purpose of the Local Steering Committee is to begin the implementation of the TQM process, support and provide opportunities for all staff members to be a part of the TQM process, identify specific opportunities for improvement and find programs to make those improvements, create a prioritized list of areas for improvement and monitor the progress and results of the process. 

The last committee will be the Local Quality Teams.  These teams will be formed by grade levels and departments.  For example third grade will make a Local Quality Team as well as the librarian, art, music, and P.E. teachers.  The team leader of the grade levels will serve as the Local Quality Team leader and receive special training in coaching skills.  The main purpose of the Local Quality Team will be to implement the TQM plan, work on improvement opportunities identified by the Executive Steering Committee and find solutions to problems that prevent quality products. 

In order for this TQM plan to be successful it is necessary to monitor and analyze data before and during the process.  On a monthly basis students will be given grade appropriate assessments from the Georgia Department of Education Online Assessment System.  This is a tool that schools have available for students to practice for the CRCT.  Tests can be made according to grade level and subject area.  These tests will be administered the same as the CRCT would be.  They will be scored by teachers and the data will be recorded.  This data will help provide feedback to see if the TQM is being successful.  CRCT scores from previous school years and the current school year will also be used to see if improvement on the Language Arts Portion of the CRCT has been made as a result of the TQM implementation plan. 

In order to evaluate the TQM implementation plan I would use data from the monthly Language Arts Assessments as well as data from the CRCT.  This numerical data will show me if there has been an improvement in Language Arts achievement and help me to see if the TQM implementation plan has been successful.  I will also use the Plan, Do, Check, Act process to continue to improve the Language Arts achievement.
