The pet must be cared for-food, water, shelter, and proper veterinary care.
The pet should not be put in a dangerous situation- in an abandoned automobile, in extreme weather conditions tied in a way it might get entangled. The lead must be long enough so that the pet may get exercize, be able to reach food and water (which will not tip over) when tied down.

Restrain and Leash Law
Dogs should be restrained in an enclosure or on a leash. The enclosure should be secure in a way that the dog cannot escape and no unauthorized access can be made.
Whenever the dog is on public property or open to the public, it needs to be on a leash.
Section 62.669. Restraint of Dog Required
The dog needs to be prevented from being �at large�.
�At large� means being on private property without permission of the property�s owner or possessor or unrestrained by a leash.
�Leash� means any rope, leather strap or other material more than six feet in length, attached to the pet and in the hand of the person controlling the animal.
Section 62.700. Transportation of Animals
When transported on a public roadway in a motor vehicle, the animal needs to be safely enclosed and secure in order so that it will not fall out of the vehicle.
Public Protection
Dog owners will prevent the animal from endangering the safety of any animal or person. No dog can be predictable.

Owner of a dog shall prevent the dog from attacking , biting, or causing injury to any person engaged in a lawful act and may not interfere with the lawful use of property or damage personal property.
Sec. 62.615. Reporting of Bites
(b) Any person shall notify the Department as soon as possible after there has been an animal subject to rabies that has bitten a person.
Section 62.610. Vaccination Required
Any owner or person having custody over a dog shall obtain a rabies vaccination for each dog within thirty days after obtaining any dog over four months of age.
Section 62.620. License Required
(A) The owner or custodian of a dog shall obtain a separate license for each dog owned or harbored by the time it is five months old or thirty days after obtaining a dog over four months of age.
(e) The dog license shall be affixed securely to a collar or harness on the dog.

(d) The animal premises shall be kept sanitary. There shall be no fly breeding reservoir, offensive smell or human or animal diseases.
Section 62.670. Committing Nuisance
No dog is allowed to defecate or urinate on any property other than the owner�s or person having custody of the dog.
Section 62.673. Inhumane Treatment and Abandonment
No animal may be treated in an inhumane or cruel manner. It shall not be neglected or willingly let to suffer unnecessary torture or pain.
Section 62.701. Animals in Unattended Vehicle
No dog shall be allowed in a vehicle without adequate ventilation or reasonable temperatures.
