Though she can be annoying she really trys to be the best Sailor Scout she can be...after all, one day she will become next Sailor Moon and one day might become Queen of Crystal Tokyo (after Usagi). Just like Usagi, Chibi-usa's personality traits are symbolized in her astrological sign of Cancer. Cancerians love home and family life and are extremely emotional and selfish.
