CONSTITUTION OF THE EMPIRE



Preamble

We the people of THE Empire, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for THE Empire.

Article I: The Monarchy


Section 1. The executive power shall be vested in an Emperor of THE Empire. He shall hold his office for as many years as he likes

Section 2. Either Jacky Wong or people appointed by an Emperor of THE Empire shall be the Emperor of THE Empire.

Section 3. The Emperor shall be the top commander of the Army and the Navy. He shall be the Head of the Cabinet. He shall be the Head of the Congress. He shall be the Head of the Disciplinary Board. He shall be the Honorary Chairman of the Royal Film Appreciation Society.

Article II: The Cabinet

Section 1. The Cabinet, appointed by the Emperor on his own discretion, shall assist the Emperor in national affairs.

Section 2. The Cabinet shall comprise the following members: Secretary of Sports, Secretary of Foreign Affairs, Secretary of Education, Secrtary of Public Welfare and Secretary of Finance. Additional members may be added by the Emperor.

Section 3. The Secretary of Sports shall lead the Cabinet, on behalf of the Emperor. He shall be responsible for the consequences of the actions undertaken by any members of the Cabinet.

Section 4. None of the members of the Cabinet shall resign. They could only be removed by orders of the Emperor.

Section 5. The members of the Cabinet shall pay a tax 90% of their salary.

Article III: The Legislative Branch

Section 1. All legislative powers herein granted shall be vested in a Congress of THE Empire.

Section 2. The Congress shall comprise both a House of the Emperor and a House of Citizens.

Section 3. The House of the Emperor shall consist of the Emperor and the Cabinet. The Emperor has authority in making the final decision for the House of the Emperor.

Section 4. The members of the House of Citizens shall be elected by popular vote for a five year term. The number of members in the House of Citizens shall be determined by the Emperor.

Section 5. The Emperor could expel any member of the Congress at any time. He could then appoint new members to the Congress. The new members appointed shall hold the office until the term of the original member expires.

Section 6. All bills must be passed by both Houses of the Congress by a simple majority. However, the Emperor has the authority to override the Congress' decision to pass bills rejected by the Congress.

Article IV: The Judiciary

Section 1. The judiciary power of THE Empire shall be vested in the Disciplinary Board, which consists of the Emperor alone.

Section 2. Any misconduct of the citizens shall be judged by the Disciplinary Board.

Article V: The Royal Film Appreciation Society

Section 1. The Royal Film Appreciation Society shall be an autonomous society devoted to the appreciation of films. Its affairs shall be governed by its own Constitution.

Section 2. The members of the Cabinet shall be compulsory members of the Society.

Article VI: Legal Status of the Constitution

This Constitution, and the laws of THE Empire which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of THE Empire, shall be the supreme law of the land.
