of the International Movement To stops the state terror
The person, a tribe, a society, the citizen, people and the state...
Approximately in such sequence the history from times of occurrence of the person for a planet the Earth developed. Since the first days of the life it started to struggle - all over again for a piece the extracted meat or fruit, then for hunting place and further for the house, for a tribe, a society and at last for the state.
If in the beginning struggle went under wild laws of caves, jungle and mountains later it has got more less civilized forms. In process of development of a human society have started is under construction the states and to be developed laws. Human rights always were inextricably related with construction of a legal society.
Despite of the more than 3 million years of development the mankind up to lives not under laws of a civilized society, disagree to the developed laws and by rules strong, rich, abrupt, smart, artful and dexterous. Today?s a state policy of many countries and first of all Russia, United States of America, Israel, China, the Great Britain, Cuba, Northern Korea, Uzbekistan, Iraq, Turkmenistan, Algeria etc. is directed against human rights, in one cases the citizens, in other cases against citizens of other countries.
Frequently it happens so, that people, climbed up on tops of authority, start to use this authority: - in personal (economic, political, psychological) the purposes; - in the group, clan, national, religious and also geopolitical purposes; - to please interests of the relatives, friends and the organizations;
- To please the countries and coalitions with narrow interests in the field of a politics, economy, culture, religions etc. specific bases and thus dare to break both state, and the international laws and agreements.
Abusing authority or its use in the mercenary purposes one of separately taken leaders, a legislature, the governments or coalitions that or otherwise results in infringement of rights as separate citizens, societies, organizations and governments, and nations, peoples, states and coalitions against whom illegal actions of the first are directed.
If the state system of authority appears not capable to self-control, updating, to suppression of infringements of the law not only on the part of simple citizens, but also the highest representatives that conditions for a mass opposition against such state perpetrators are created. Already other part tries to change and to arena coming up groups dissatisfied with these politics - from them a part in the peace ways
a situation, and, having disappointed in peace and ineffectual ways of struggle against crimes of the state follow the road of armed resistance.
Unfortunately the United Nations, neither the European Parliament, nor the Organization On Safety and in Europe show Cooperation of sufficient diligence for suppression of the state terror. We are compelled to ascertain the opposite - frequently the United Nations, EU, OSCE are on the bit of the states, which terrorize whole peoples. The saddest facts of such character are today a situation with human rights in the Chechen Republic and in Palestine. In the first case the Russian state machinery on eyes of world community openly, severely and coolly exterminates Chechen people in literal sense.
Another, not a smaller degree tragedy occurs in the Palestinian autonomy, where the Israeli tanks of the American manufacture without the uniform protest on the part of the world community, at full (material and moral!) supports of the government of USA rushes into houses of Palestinians, kills defenceless children, women, blows up communications and when Palestinian groups answer same that Israeli premieres minister Ariel' Sharon names their terrorists as Vladimir Putin names Chechen rebels for freedom of the country terrorists.
Not less criminal are a state policy of China against the Ujghur autonomy, Tibet; the Great Britain against Northern Ireland; Spain against bask separatists; Uzbekistan, Northern Korea, Cuba, Iraq, Turkmenistan, Belarus etc. states against representatives of democratic and religious opposition.
Governors of these states also name the opponents "terrorists", forgetting that it they first of all are terrorists, that by virtue of their terror forces are born, is compelled in hands of the weapon for their rights are not less sacred than misters of governors, which in Geneva, in 1948, December, 10 in black and white have written, that:
"...Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law"
Time shows, that it is necessary to struggle against such evil as the state terror to achieve world peace. While in whenever our fine planet whatever gone too far head the state will terrorize or other people, or other citizens, the world, rest and lucky can not be on the other end of a planet for it would be immoral.

The given Manifest is prepared for discussion and its acceptance on the constituent Assembly of Movement in June, - July 2002. Initiators of movement for wide discussion and acceptance of offers on final variant prepare the project.
