"The Ankh-Morpork Labour Party is a socialist party to the centre left of the political spectrum. It believes that by working together towards common goals we achieve more than we achieve alone. Working together in such a way will help us realise our true potential and produce a community in which power, wealth and opportunity are in the hands of the majority, rather then a minority and the rights and privileges we enjoy reflect our responsibilities and duties we undertake. We wish for Morporkian citizens to live together, freely, in a spirit of solidarity, tolerance and respect."
The Ankh-Morpork Labour Party was founded by Calagan Le Marc in Ankh-Morpork. The core beliefs of the Ankh-Morpork Labour Party are that we are strongest through the common endeavour of all the people within the community and that the richer members of that community should help the poorer. It is essentially a socialist party; it believes in the advancement of society as a whole rather then only individuals with a lot of money, luck or powerful friends. By working on advancing as a whole there is a stronger sense of a Morporkian community, in which each member of society can help another fellow member. People will then be helping others, who in turn will help others and that is how the entire of the Morporkian community can advance as one, rather then on a skew, with the richest getting richer while the poorest only get poorer.
We as a party support the idea of the council funding projects in order to enrich the lives of those in the city. These projects can range from many things and all suggestions will be listened to with enthusiasm and will be inspected thoroughly to see if they really will benefit the citizens of Ankh-Morpork.
The Ankh-Morpork Labour Party believe that Ankh-Morpork needs to be looking to the future, for changes, additions and improvements to the current set of council laws and policies, in order for the city to be ready for the challenges ahead as both the Djelian and Morporkian councils come to terms with the fact that long gone are the days where the council is just there to monitor gittish behaviour, instead they are there to help citizens with all aspects of life on the disc, an aim we intend to achieve with the policies set out in this document.
It is a well known fact that the party used to support the idea of tax on player shops. While the idea was totally fine the citizens of Ankh-Morpork seemed uneasy with the idea. It is to this end that the Party has pledged not to raise the issue of player shop taxation if it were to be elected.
On the issue of player shops, the general feeling within the party is that something needs to be done. Too long now have the council simply let the player shops of the city float adrift from the reach of the council and not just operated a "free market" but rather a "decentralised" market. The difference being that in a free market the government intervenes to prevent monopolies etc whereas in a decentralised market the government takes absolutely no action what so ever. This state of affairs has to change.
The lack of regulation and legislation is making it very easy for rich players to move in, open shop and start charging unreasonable prices in their shops. The Ankh-Morpork Labour Party is currently proposing some changes to at least help those who are poorer open a shop, even if they only own part of it with several others as well as making sure that said companies release a report showing the profit they made, so no longer can shopkeepers claim they need the high prices to stay in business.
With player owned housing the party is aware that the current house price problem is out of the hands of the players to solve. The soaring house prices are a result of a huge difference between the amount of housing available in Ankh-Morpork and the amount of citizens seeking housing in Ankh-Morpork. However it is a real fact that there are citizens owning two, three even four houses in our fair city. This should be discouraged but not legislated against as realistically only a few people own multiple properties. Also many people buy houses for clubs as there is a shortage of club houses as well, this must also be taking into account to stop the council from punishing citizens who are active in trying to support whatever club they are part of.
As a party we would support any ideas or additions of new housing in the city, but we are aware that the Ankh-Morpork creator domain is very busy and housing cannot be the top priority. To this end we will not be actively campaigning or pressurising creators to put more housing in Ankh-Morpork, but we will make sure they know we think more housing is needed.
The Labour party believes in change, and the most effective way to bring about change in the council at the moment is through legislation. This is not to say it is the only way, but it is the most effective. As such the party does not believe that we shouldn't be passing laws frequently, just for the sake of not passing too many laws. A lot of the policies and programmes the party supports would allow for greater flexibility in the council with new legislation, programmes being run by the council giving them greater control and responsibility over areas rather than restricting them to passing judgement in the courtroom.
Labour agrees that it is the right of all Ankh-Morpork citizens to roam the streets without being worried about losing their belongings or even their life (life referring to a "real" life rather then a Playerkiller death) unless, of course, one of the appropriate guilds is involved. To this extent the party has welcomed the changes in the corpse dragging/looting laws to protect the PK members of the Morporkian community. It was a change, we feel, that had been long overdue and took a rather long time to be put into place. We also welcomed the change in the shopkeeper law to protect them from being moved from the shop as well as simply being killed. As anyone will know commerce is the life blood of the city and once again this long needed change has been welcomed.
As a general rule the party believes that the protection of its citizens and their livelihood is of the utmost importance, however it is well aware that the Playerkiller community is more then capable of policing itself in certain areas, as well as acknowledging the fact that the guilds do a wonderful job of policing unfair or unjust Playerkiller action against and from their members. To this extent the party does not propose to expand the council's current laws to regulate any further activity.
However the one area in which the council has been positively lacking has been economic law. No business laws other then those relating to the destruction of bank counters (specifically warning customers that you are going to do so) and the law referring to deceiving people of good or services you will provide for a fee. There have been no regulations or incentives on house ownership; there has been no regulation of the player shops within the city what so ever. The Ankh-Morpork Labour Party wish to change this. We shall start by trying to nudge the city's economy in the right direction, actively encouraging competition between shops to reduce prices and try to ease the housing problem as much as possible without additional housing being built.
The party's stance on foreign policy is quite clear and quite simple. Recent magistrates have decided to deal with the Klatchian city of Djelibeybi at arms length, having as little to do with them as possible and not really considering or concerned about diplomatic repercussions of their actions. A good example of this was the dismissal of a Djelian ambassador for sponsoring a Djelian defector who already had sponsorship from a Morporkian citizen. There is no section of the law that says this is not allowed and the ambassador thought he was merely showing that the ex-Djelian citizen was indeed a good asset to any city. Instead the magistrates removed him from office and sent him home, a fact still present in the fore front of the minds of the Djelians.
Diplomatic blunders aside, the magistrates over the years have done very little to encourage friendly relations between our two cities. The ambassador program was started up long ago, but it has been used to very little affect. The party would work hard to try and establish closer ties with the city of Djelibeybi, to see them as an ally rather then as an enemy. If our fair cities worked together we would be much more effective then if we work alone. One idea that has been discussed within the party is the idea of the Djelian and Morporkian councils passing similar legislation at the same time, a type of "treaty" between the two cities to encourage a closer working relationship.
On the issue of the Agatean Empire we believe that no change of stance should be taken. Ankh-Morpork has always been so wide open that anyone can seek a new, better life in our city. Therefore we will carry on allowing citizens to hold citizenship in ankh-Morpork and Agatea.
If other councils were to be implemented the party would offer them the hand of friendship and deal with them as seemed most appropriate depending on their reaction and of course who was in charge.
Despite the efforts of certain magistrates and several outspoken members of the citizenry who are opposed to either the Ankh-Morpork Labour Party, it's leader or political parties in general it hasn't stopped the Ankh-Morpork Labour Party from making a positive impact on the city.
Before the party was formed the Ankh-Morpork Council board had a post limit of ten. These days the post limit has ranged from 20 in the quieter period to 50 upwards nearer the elections. This is because the Ankh-Morpork Labour Party has sparked debate on many issues within the council, few successful on the boards, due to the people who use the boards being opposed to the party, but the debate is there nonetheless.
The Ankh-Morpork Labour Party also started the idea for the council spending money on town crier advertisements and newspaper advertisements when elections are drawing near to inform citizens to go and vote and see who to vote for.
The Ankh-Morpork Labour Party will adhere to its principles of not shying away when it's opinion clashes with that of the magistracy or of general opinion on the board, and likewise we will not be embarrassed to admit when they propose an idea that is a genuinely good one.

When he moved back to Ankh-Morpork Calagan joined the Guild of Thieves, Burglars and Allied trades and has been there ever since. He was always a well known figure within the guild being well liked and showing great loyalty to the guild. His reputation as a loyal member of the guild is enforced by his involvement in various guild activities, running for election as Cutpurse monitor and most recently taking part in the majority of thief games in the Capture the Flag tournament. After deciding he'd like to own property in Ankh-Morpork Calagan became a Morporkian citizen and has become increasingly more involved and interested in Morporkian politics and the council in general.
Since the formation of the AMLP Calagan has spent a lot of his time and effort promoting and expanding the club through various mediums while building closers ties with officials in Djelibeybi. Even though since the formation of the party he has got a lot of undeserved flak from the newspapers and certain people on the public boards Calagan has remained dedicated to providing Ankh-Morpork with a better city through the means of the Ankh-Morpork Labour Party and isn't showing any sign of losing this dedication, no matter what is said.

Born to a Djelian noblewoman and a Morporkian socialite who later went on to remarry, he joined the Guild of Thieves at a young age. He spent most of his childhood and teenage years in Ankh-Morpork, but after learning the basics of what the Guild could teach him, he decided to visit Djelibeybi, to see where his mother was born and brought up.
When he arrived in Djelibeybi, he was very impressed by everything, but mostly by their council and its laws, which try and serve the interests of its citizens. Upon hearing that Calagan Le Marc, a fellow thief, was thinking of starting a political party with similar ideas, he met with him and encouraged him to go ahead and do so.
Together, they started what is now known as the Ankh-Morpork Labour Party. Since the formation of the AMLP he has spent a lot of his time and effort promoting and expanding the club through various mediums, and helping in the discussion and forming of ideas. His work for the party has led him to climb the ranks, and he now serves as the deputy party leader.

Carrie is new to the fair city of Ankh-Morpork, as with most people new to the city she got lost a lot and lost a lot of money. Finding herself on the poorer side of the city she soon found sympathies with the Ankh-Morpork Labour Party, this combined with quite good political knowledge caught Calagan's eye and he recruited her right away.
Seeing Carrie had good organisational skills Calagan nominated her for the role of party Chairwoman in which she would spend her time managing the day to day running of the party.
She wishes to get a lot more of the younger members of the disc interested and involved in disc politics and tries her hardest to do so while not out grouping with her friends.

Born to a moderately well-to-do Morporkian family from the Tenth Egg Street area, he had a fairly ordinary childhood before joining the Guild of Thieves as a young teen. He showed promise from an early age as a nimble-fingered apprentice to the head of the safecrackers of the time - a mysterious Agatean man - and although slow to learn to fend for himself he rapidly became an expert in his chosen field.
When he was satisfied that he had learnt the basics of his trade, he set out to explore the world. His explorations around the disc lead him to many far-flung corners: Howondaland jungles, yeti-haunted mountains, caverns inhabited by bizarre water sprites, Hubland steppes where naught but giants dwell... but it was on one fateful visit to Uberwald that his life was to change drastically, for ever.
Soon he returned to his home city, with its tall buildings and dark, moonless alleys to seek refuge from his new-found affliction. Returning home to the squalor of Morpork awoke in him a deep sense of social justice and a love of the underdog. Upon hearing that the Klatchian government had infiltrated Morporkian society, he quickly sought out what he believed, somewhat erroneously to be its front within those talking shops populated by the Council hacks. He truly longed somewhere he could smoke cigars and drink fine wines while discussing the problems with the society of today.
His brand of champagne socialism, typical of the newly wealthy who grew up near the poverty-stricken Shades and Shambles, has lead him to climb the ranks of the Ankh-Morpork Labour Party, where he now serves as treasurer and policy adviser.
In his spare time, he contents himself with furthering his study into the arcane and lost art of safecracking, as well as dabbling in the magical arts and dedicating part of his life to the worship of Sandelfon. He also plays the harmonica.
At the time of writing the post of Head of Public Relations is vacant and the selection process is under way. Later prints will contain the information. We apologise for any inconvinence this may cause.
These two laws combined are designed to encourage more people to get involved in running shops in Ankh-Morpork and help stimulate competition between other shops.
Essentially the shareholder law is there to legally protect anyone who wants to become part owner of a shop. There is already a law in place but it only protects those who have had the foresight to make sure certain things were written down and signed properly. This law however secures certain rights for the shareholder as soon as they invest money in the business. Also it sets down the rules by which the majority of shareholders in the company can, by law, remove the owner of the shop and replace them with another owner, as owners have the most control over the shop (the term "owner" here refers to the coded owner).
With these new laws it means that companies can "buy out" other companies or even single people can buy out other companies. This clearly needs to be regulated so a limit of control over two shops will be enforced with the Anti-Monopoly law. This law however will allow businesses to buy up sections of other businesses. Investments from other businesses can form a cycle by which each business helps support the others.
All the laws listed in this document are drafts and as such if they came to vote between magistrates and citizens they would be discussed in the proper way and open to change if it is felt necessary.

This law is referring to shareholders within companies in Ankh-Morpork.
It is illegal for a player to be in control or own more then 2 player shops within the boundaries of the city of Ankh-Morpork.
If they should become the owner of more then 2 shops inadvertently and unintentionally they shall be given a grace period to set things right before action is taken. The grace period is left to the magistrate's discretion but they are advised to give a sensible amount of time.
If a player owns more then 2 shops deliberately then they shall be told to release one of the shops, either through sale or other means. Refusal to do so may lead to loss of citizenship and therefore all properties.
This section lists the projects the party wishes to undertake if it was to be elected. These projects would need funding of some sort, whether this is for equipment or simply club funds this funding is provided for by the council, which gets its money from voluntary donations and fines paid by criminals and wrongdoers.
It is in this way that the council can move simply beyond a coded mechanism for creating and enforcing laws to protect the player base from malicious actions to ruin their game, but a way to support players and enrich their game. This should move the council from a thing that simply attempts to solve problems to something which offers real benefits to being a citizen while both preventing and enforcing the laws of the city. It is through these projects that we can build a stronger community within the city and as a result build a stronger Ankh-Morpork.
The other advantage, sometimes overshadowed by other advantages or criticisms, is that currently the council has funds sitting in the huge vault below speedwell street simply gathering dust. Even small ideas, seemingly not effecting the population or the funds too much can have a big impact on the city, even if it's only to spark other ideas with which to utilise the council's funds.
The citizen committee is an organisation designed to prevent any abuse of magisterial powers, mainly preventing legislation from being passed if the citizens would like it to be passed to a citizen vote. It will also act as a way to carry out research into various matters of interest to the council and investigate into any situations that may arise where magistrates are seen to be over stepping their powers, acting ineffectively or acting for personal gain. The overall power will still remain with the magistrates, but this simply curbs the power slightly. The committee will have its own club, but only for the purposes of discussing matters privately, this is what the funding will be used for. One of the huge advantages is that people who know the system well (e.g. ex-magistrates) can be kept in the system to continue to add to the council after they retire.
The committee will consist of 9 members. 7 of which will be appointed by the magistrates personally, with each magistrate appointing 1 person. The last two will be decided by a unanimous vote by the magistrates. If no decision is reached in 1 real life week (allowances made for absence of up to another week) then an opinion poll will be started with the candidates on it. The 2 with the most votes are put onto the committee.
The committee will be re-appointed after every election.
The law for the committee will look similar to this:
This law recognises the existence of the Citizen Executive Committee. The committee consists of 9 members, 7 of which are selected by the magistrates; each magistrate can appoint 1 member. The two remaining members are appointed unanimously by the 7 magistrates, if a decision cannot be reached after 7 round world days then an opinion poll is launched and the 2 candidates with the most votes are appointed. If magistrates are absent during the 1 week an extension of up to 1 week is allowed.
When a law is suggested if the magistrates say they will not put it to a citizen vote citizens may ask the CEC for its opinion. The CEC will only be allowed to look at the idea for the law if 10 citizens in good standing request that they do, publicly.
If at any point the Magistrate's and the CEC's opinion clashes on whether a law should be put to the citizens the law MUST go to a citizen vote.
If 10 citizens or a magistrate request so the CEC may also investigate into any events in which magistrates are involved where accusations of misdemeanours are made.
If a magistrate or magistrates act in a way that conflicts with this law then they shall be tried under this law. If found guilty it is recommended that the magistrate(s) in question lose their citizenship. They should also be blacklisted until after the next election at the first available opportunity. This may be repealed by 4 or more magistrates.
This law may not be removed or changed unless an opinion poll is held and the "yes" vote for removing/changing the law comes back with 60% of the votes.
As stated previously in this document, the council's function should be shifted away from simply making and enforcing laws to protect citizens, but also to give them support in other aspects of the game.
To this extent the AMLP propose a system where by council funds can be used to support clubs that benefit the city in a positive way. This possibly will be attached to the Seal of Approval, so when a club get the seal of approval it will also get a small grant in order to help the club. This is likely not to be the case though as the Seal of Approval only shows recognition for services rendered to the citizens of Ankh-Morpork, it may be the case that a new club that will provide beneficial services to the city needs some monetary help in order to start up, it may be the case that the council gives promising looking clubs a small grant to cover monthly fees to stop the members worrying about funding.
If these grants are awarded through the Seal of Approval then the selection process will be simply if the club gets the Seal of Approval it gets a set amount for a grant. If it is decided that it should be something separate to the Seal of Approval the grant is most likely to have guidelines but ultimately decided on a case by case basis. This will be decided by the magistrates but it is possible that one magistrate may be designated "Chancellor" and will have the responsibility of dealing with this and other treasury expenditure.
Of course additional expenditure would mean additional funding, the AMLP supports ways of raising extra funding for the council and will try its hardest to achieve a way to do with without upsetting too many citizens.
Business and citizens are the lifeblood of the twin cities of Ankh and Morpork. To encourage more people to visit and, more importantly, use our great city the Ankh-Morpork Labour Party have put forward a lot of policies to reduce item prices in shops through encouraging competition. Lower prices mean more sales. What good will these reforms do if no-one knows about them? Or knows about the benefits of shopping in Ankh-Morpork? For this reason the Ankh-Morpork Labour Party proposes to let other players know of the city's low prices and its wonderful shops. The council would fund advertising to attract business to the city. The nature of the advertising would be chosen by the magistrates, unless of course they are a shop owner. The nature of the advertising will be set to bring the most business to Ankh-Morpork, advertising especially low prices, unbeatable offers/services etc. This should also spur owners on to compete with each other, run a really good shop in order to acquire mention in state adverts. However this would not be limited to plain shops. It will also cover Morporkian clubs that provide services that benefit the citizens.
As for attracting citizens the council under the Ankh-Morpork Labour party would seek to inform people of the benefits of becoming a citizen, which there will be more of if the Ankh-Morpork Labour Party achieves its aims. The party would attract more citizens to the city using town criers to inform people of citizenship and what it can do, also by taking out adverts in both newspapers advertising citizenship, how to get it and what it can do for you. We won't stop there though, the party plans on not only getting more citizens into the city but getting more of those citizens involved. New citizens will receive a welcome letter telling them how they can get more involved in the council. Also there is discussion of setting up some sort of welcome group in order to assist magistrates in integrating the new citizens into the Morporkian Council.
Joining the party couldn't be simpler or easier. Simply refer the party and see if there are any recruiters are online. If there isn't simply send a mud mail to Calagan or one of the other senior party members telling them you are interested and they will get back to you as soon as possible.
The party only has two guidelines for becoming a member:
Being a party member gives you lots of benefits. You will be informed of the latest discussions within the cabinet and the council, you will have access to the club's Club Room in Esoteric street (address available in Calagan's finger info) you will also have the opportunity to take part in a lot of votes on party policy, on elections for official positions within the party etc.
You do not need to agree with any or all of the current policies of the party, neither do you need to like or agree with its current leader or senior members. Since all policies are voted on by the membership, usually several times, you will have a say. The party, despite the accusations of many, is a way to increase the levels of democracy within the council, not take it away. By simply being a general party member you are no way obligated to agree with all of the party's policies or vote with them in any type of vote, it is of course preferred if you stick with the party policies but there is no way to force you.
The senior members may decide not to allow people to join the party if it is clear they wish to join simply to cause trouble, however it is very unlikely this will happen.
So once you've joined the party, what then?
Well for most you will enjoy the ability to take part in votes and occasions limited to party members and occasionally joining in on discussions on the club channel, not to mention chatting with your fellow party members. However for others that will not be enough! For others will want to be politically active and involved in making decisions that will affect the party's future.
At the time of writing the party is small, though it is possibly one of the largest official pressure groups within the Ankh-Morpork council the numbers of activists are not enough for a full party structure. There are however several elected positions which currently make up the party's cabinet. In the future though, if there are enough activist party members, there will be other positions within the party that are appointed rather then elected. Elected positions will still exist, but they will do so along appointed ones. For example currently the Head of Public Relations is an elected position and there are plans in the future for this position to have one or two assistants, these positions would be filled by people the cabinet and the Head of Public Relations find appropriate. That is not all though, as the party grows and more people become active more sections will be added to the party to deal with certain areas, an economics section for example, these will be lead by elected positions.
A party member with a belief in the party's values and plenty of ambition will go far in the party, and the more people get involved the more positions will be opened up to be filled.

I hope you have enjoyed reading this version of the Ankh-Morpork Labour Party's manifesto. I sincerely hope that the document has been extremely helpful to you in terms of understanding our policy and hoe the party works. I'd also like to think that you have agreed with many points in this document, but not everyone will and if you don't then I at least hope that some of it has made you a bit more thoughtful about your own political position.
I formed this political party to make a difference in Ankh-Morpork. I really felt that what the city needed was for a group of people to treat the council seriously, to move it on from outdated ideas of it simply being a way to create laws and enforce them to protect people from other people wishing to ruin their game. I would be grateful if you join me and my party in fighting that cause.
