RULES
The IV Concurso Internacional de Humor e Quadrinhos de Pernambuco - FIHQ-PE is a cultural promotion by the Secretary of Culture of the State of Pernambuco, open to all cartoonists and comic book artists, professional or amateurs, anywhere in the world.
CATEGORIES
Gag Humor - Original drawing or painting in color or B&W, free choice of theme, 30 cm X 40 cm format, without any kind of frame, mounted on rigid cardboard, acompanied by the entry form and author's small biography and photo. No copies, of any kind ( xerox, laser or deskjet) will be accepted.
Caricature - Original Humorous graphic representation of a well known person, free choice of technique on paper, mounted on cardboard, in color or B&W, 30 cm X 40 cm format, without any kind of frame, acompanied by the entry form and author's small biography and photo. No copies, of any kind (xerox,laser or deskjet) will be accepted.
Comics - Original comic strip story with or without text, with a maximum of three pages, each one in the 30 cm X 40 cm format, free choice of technique on paper, each page mounted on cardboard, without any kind of frame, acompanied by the entry form and author's small biography and photo. It’s allowed the use of computerized art.
Editoral Cartoon - Original humorous drawing or painting depicting any social, sports or political fact which took place between April 1, 2001 and April 30, 2002, free choice of technique on paper, in the maximum size of 30 cm X 40 cm format, mounted on cardboard, without any kind of frame, acompanied by the entry form and author's small biography and photo. It’s OBRIGATORY that the original must be accompanied by a clipping of the published work in any newspaper or magazine with the date of publishing, to establish the professional status of the author, since this category is open only to professionals. The use of computer art is allowed, as long as the published work is identical to the computerized artwork.
PRIZES
The prizes will bear the names of old cartoonists from Pernambuco and the winning works will become property of the FIHQ-PE.

Editorial Cartoon - Joaquim Cardozo Award: R$ 3.000,00 (Three thousand Reais)
Caricature - Crispim do Amaral Award: R$ 3.000,00 (Three thousand Reais)
Comics - Carlos Estêvão Award: R$ 3.000,00 (Three thousand Reais)
SELECTION AND JURY
All entries will be submitted to a selection by a FIHQ-PE comission and the best 200 works will be shown in the exhibition and submitted to an International Jury formed by cartoonists and representatives of the world of art and culture, on May 20, 2002.
The Jury’s decision is final and irrevocable.
PARTICIPATION
All works should reach the Festival by May 07, 2002. The drawings must be in the 30 cm X 40 cm format and adequately packed to avoid damage. Any transport damage is the responsibility of the sender. Drawings should not be framed in any way. Please send drawings packed flat without rolling or folding.
Every drawing should bear on the back the name(s) of the author(s), surname, address, phone number and e-mail address (if any) ,the Category in which the artwork should be inscribed, a small biography of the author with his photo and the entry form filled . The work will be returned under request: if it’s to be returned, write DEVOLUÇÃO in the back of the work. If this statement is not made, it will be assumed that the artwork is not to be returned and it will be considered as the artist contribution to the FIHQ’s humor collection.
For the Comics category, every page must have the sequential number written on the back.
The originals for the Editorial Cartoon category cannot exceed the maximum size of 30 cm X 40 cm, but they may be smaller, as long as they are mounted on a cardboard which should be the standard size (30 cm X 40 cm)
Each participant can send a maximum of 04 (four) entries in one category, two (02) entries in two categories or 01 (one) entry in each category in a maximum of 04 (four) entries per author.

EXHIBITION
The selected 200 works including the ones which were awarded prizes will be exhibited in the Observatório Cultural Malakoff from May 21 to June 23, 2002. Afterwards they may be taken to exhibition in other selected cities, anywhere in the world, at the will of the FIHQ's organization.
All works may be used by the FIHQ-PE to the promotion of the Festival in any medium of public or private communication, published in newspapers, magazines, books, posters and in any other form, reproduced in various products and exhibited in Brazil and abroad, all without any fee to the author.
The participation implies in the acceptance of all the FIHQ-PE conditions stated here in these rules.
DEVOLUTION
All works which have on the back the word DEVOLUÇÃO - except the awarded ones - will be returned to the address written in their backs from April of the year 2003 on.

CONVOCATORIA
El IV Concurso Internacional de Humor e Quadrinhos del Festival Internacional de Humor e Quadrinhos de Pernambuco - FIHQ-PE es una realización cultural de la Secretaria de Cultura del Estado de Pernambuco abierta a todos los dibujantes humorísticos, profisssionales o amadores, en cualqiuera parte del mundo.
CATEGORÍAS
Cartum (Humor Blanco) - Dibujo o pintura en colores o blanco y negro, libre opción de tema, formato 30 cmX 40 cm , sin ninguno tipo de marco, montado sobre soporte de carton, ayuntando el registro de participación, una foto y una pequeña biografia del autor. Ninguno tipo de cópia ( xerox, laser o deskjet) será aceptable.
Caricatura - Representación gráfica y humorística de persona conocida, libre opción de técnica sobre papel, montada sobre soporte de carton, en colores o blanco y negro, formato 30 cm X 40 cm , ayuntando el registro de participación, una foto y una pequeña biografia del autor. Ninguno tipo de cópia ( xerox, laser o deskjet) será aceptable
Quadrinhos (Historieta) - Historieta original con o sin texto, con el máximo de tres páginas cada una, formato 30 cm X 40 cm , libre opción de técnica sobre papel, cada página montada sobre soporte de carton, en colores o blanco y negro, formato 30 cm X 40 cm , ayuntando el registro de participación, una foto y una pequeña biografia del autor. És permitido el uso de la arte computadorizada.
Charge (Caricatura Política) - Dibujo humorístico original representando cualqiuera asunto político, desportivo o social ocurrido entre 1 de Abril de 2001 y 30 de Abril de 2002, libre opción de técnica sobre papel, formato 30 cm X 40 cm , ayuntando el registro de participación, una foto y una pequeña biografia del autor. És OBRIGATÓRIO que el original tienga ayuntado el recorte del períódico o revista con la fecha de publicación para establecer la categoria profesional del autor, visto que esta categoría está abierta solamente para dibujantes profesionales. El uso de la arte computadorizada és permitido pero el dibujo publicado tiene que ser el mismo del original en arte computadorizada.
PREMIACIÓN
Los prêmios tienen los nombres de antiguos dibujantes humorísticos de Pernambuco y las obras premiadas pasarán a la propriedad del FIHQ-PE.
Humor Blanco - Prêmio Péricles Maranhão : R$ 3.000,00 (Tres Mil Reais)
Caricatura Política - Prêmio Joaquim Cardozo : R$ 3.000,00 (Tres Mil Reais)
Caricatura - Prêmio Crispim do Amaral : R$ 3.000,00 (Tres Mil Reais)
Historieta - Prêmio Carlos Estêvão : R$ 3.000,00 (Tres Mil Reais)
SELECIÓN Y JURADO
Todas las obras seran apreciadas por una comisión de seleción del FIHQ-PE y las 200 mejores serán selecionadas para la muestra y apreciadas por un Jurado Internacional formado por dibujantes humorísticos y representantes del mundo de la Arte y de la Cultura en el dia 20 de Mayo de 2002.
La decisión del Jurado és final y irrevocable.
PARTICIPACIÓN
Todas las obras deben estar con los organizadores del Festival hasta el dia 07 de Mayo de 2002. Las obras deben tener el formato 30 cm X 40 cm y enviados en embalaje adecuada para que no se dañen. Cualquier daño que ocurra en el transporte és responsabilidad del autor. Los dibujos no pueden tener ningun tipo de marco. Por favor, envie los dibujos sin doblarse o enrollar.
Cada dibujo debe tener en la parte posterior el nombre del autor ( o autores), dirección, teléfono (y, se existente, dirección de e-mail), la categoría en la cual la obra debe ser considerada, una foto del autor y el registro de inscrición. Las obras terán devolución se és solicitado: en la parte posterior de la misma debe-se escribir la palabra DEVOLUÇÃO . Si esta palabra no está escrita, será comprendido que la obra és una donación para la colección del FIHQ-PE.
Para la categoría Quadrinhos (Historieta) , la orden secuencial de la história debe estar indicada en la parte posterior.
Los originales para la Categoría Charge (Caricatura Política) no pueden ser mayores que el formato 30 cm X 40 cm, pero pueden ser menores si estuvierán montados sobre carton en la medida establecida por el Festivall (30 cm X 40 cm)
Cada autor puede participar con hasta 04 (cuatro) obras con las opciones de : cuatro (04) dibujos en una sola categoría, 02 (dos) dibujos en dos categorías o 01 (uno) dibujo en cuatro categorías, con un total máximo de cuatro obras por autor.

MUESTRA
La 200 obras selecionadas, incluso las premiadas, participarán de una muestra en el Observatório Cultural Malakoff de 21 de Mayo a 23 de Junio, 2002. Posteriormente, pueden ser exibidas en otra ciudad o país de acuerdo con los organizadores del Festival.
Todas las obras pueden ser utilizadas por el FIHQ-PE para la divulgación y promoción del evento en cualquiera médio de comunicación, público o privado, publicadas en revistas o periódicos, carteles, libros o cualquiera otra forma, reproducidas en otros productos y exibidos en Brasil o otros países sin implicación de remuneración para el autor o autores.
La participación implica en la aceptación de todas las condiciones de esta convocatória.
DEVOLUCIÓN
Todas las obras que tiengan en la parte posterior la palabra DEVOLUÇÃO serán enviadas para la dirección indicada, desde Abril de 2003.
