| - Vasat Organisation The leader of this organisation is Sahmerdan Sari a former follower of Cemalettin Kaplan, the most fundamentalist Islamic leader of all. The organisation has taken its name from the �Vasat� periodical, which has been published in Gaziantep and Adiyaman since 1996. In the background of Vasat�s ideologies it is possible to find general thoughts of a radical religious organisation. These are to accept Turkey as non-Islamic state, to reject the imams of the republic of Turkey, to refuse all the duties of a citizen (they do not pay taxes, do not do their military services, they do not join to the elections, ect.) Structure Vasat has two different wings, one is the religious wing and the other is the military wing. The religious wing is interested in the formation of supporters and new followers. The military wing is related to the armed actions, which are performed to make the organisation�s name heard. After the bombed attack held by Vasat, which resulted with the death of a child and twenty-four civil people, the police have caught most of the members including the leader. In the police operation held on 07 June 1999, all the Vasat members in Malatya were deciphered and were arrested. Today Vasat is inactive. With series of police operations in the June of 1999, in Malatya and in Ankara all the action plans, structure, strategies, educational activities and financial resources of the organisation had been deciphered. - Ceyshullah Organisation Ceysullah as a word means �Army of Allah�. The organisation was founded in Istanbul, in 1995. Goal Ceyshullah tends to destroy the constitutional system of the Republic of Turkey and bring a theocratic regime. To realise this aim the organisation adopted �Holy War� method. Between 01.01.1994 and 06.10.1999 the police have traced six operations against Ceyshullah. In these operations, thirty-three members, nine guns, four pistols, ten bombs and many other munitions had been caught. The members confiscated that they have been trained in Saudi Arabia and Afghanistan. Thus, all the plans of the organisation had been deciphered and their potential actions had been hindered. - Organization of Caliphate State ( ?CB-AF?D) UIC was founded by a group who separated from National View and led by Cemalettin Kaplan, in 1983. UIC is still active in Germany under the name of Anatolian Federative Islamic State. UIC's initial goal is to unite the Muslims living around Europe and to struggle against all democratic systems and the western culture. The main aim of UIC is to establish a Federal Islamic State through out the world in general and in focused scope to establish this state in Anatolia. In this manner, UIC targets to destroy Turkeys' constitutional system and to destabilize secular, social and legal governmental institutions to establish an Islamic State, in which Sheri 'a will be valid, according to its main aim. Due to the aforementioned rudiments, UIC sends brochures and manifestos to the government offices and recall them for corporation to found an Islamic State. UIC claims that it tries to "awaken the Muslims". In this manner, the organization sends announcements, books, manifestos, brochures, tapes and videos to the target audience chosen. Cemalettin Kaplan, the leader of this radical group, declared himself as the "caliph" of all Muslims, in 1994. Since then, the organization named itself as the "Caliphate State". After Cemallettin Kaplan had died in 1995, his son Metin Kaplan replaced him as so-called "caliph". Some members of the organization have rejected Metin Kaplan's caliphate and UIC has divided into three fractions. In Turkey, UIC's followers are usually seen in Istanbul, Konya, Adana, Sivas, Ayd?n and Mara?. Metin Kaplan declared a holy war (jihad) against Republic of Turkey, in Germany, in 1999.UIC has 200-300 members in Turkey and 1300 members in Germany. The German Federal Attorney General has arrested the leader of the organization, Metin Kaplan, on 25 March 1999 and he is still in prison. However, Metin Kaplan leads UIC from prison and the members send manifestos to the Turkish governmental offices. The Turkish did successful operations to UIC in Sivas, Sakarya, Erzurum, Bursa and ?anakkale, many militants have been caught and possible activities were prevented. Until today, UIC sent many announcements, books, and brochures to the Turkish citizens and the governmental offices. According to their propaganda, they have established the Federative Islamic State of Anatolia in which Istanbul is the capital. They have adopted Koran as the constitution and tried to form partisans. Especially in 1997 the propaganda of the organization ascended.
