As League Commissioner, I have enjoyed the last two seasons and look forward to our third in 2002.

In 2003, I propose that the 13 keeper rule be modified.  Each owner would be able to retain only 6 players with 3 years or more with the franchise and 6 players will have less than 3 years.  This will allow additional talent for the expansion draft as the League will expand to 12 teams.

Any additional proposals will be made as the season progresses.
