No.IRSEOA/2008-09/GC Dated: 28.01.09 To, The Patron IRSEOA and Member Engineering Rail Bhawan New Delhi Sub: Placement of IRSE as MD, Director, GM in Metro / Railway PSU organization 1. In a bid to improve promotional prospect, progression of IRSE and develop expertise in all fields, it has been expressed and sincerely felt by most of IRSE that management should follow liberal approach for seamless migration of officers to railway PSU, Metro Central/State deputation and international bodies, like UN, World Bank, ADB, etc. Involvement of IRSE in such projects will give exposure of working with international players in classical civil and railway engineering. Deputation / ex-cadre posting would broaden their horizon for overall betterment of cadre and the individual officer the in particular. In the long run, there will be a win-win situation for all, by way of presence of IRSE every where and working as brand ambassador for IRSE fraternity. 2. For example, 16km in 24 years versus 64km in 7 years is the comparison of Calcutta Metro with Delhi Metro. This changed the landscape and planners of the country restarted the thinking of Metro Rail as an option for solving urban transport puzzle. Credit of this scenario change goes to Dr. E. Sreedharan, an IRSE. Despite changed business allocation rules, Dr. Sreedharan has preserved the turf of Metro Rail for Railway Officers. Phase-I is the result of efforts of IRSE, which has been echoed by MD/DMRC himself, during the first Special Meet of IRSE on dated 22.01.09. 3. But, Phase-II is witnessing the change, i.e. reducing IRSE to SAG only and leaving vacuum at JAG. And days are not far, say five years from now that the exclusivity of IRSE for Railway, particularly for projects like Metro will be lost. With all upcoming Metro like Bangalore, Secunderabad, Ahmedabad, Chennai, Mumbai, Jaipur, etc, IRSE will work under the officers of other services for Railway Construction projects, as these Metro will be headed by Officers other than IRSE. Today, MCD, PWD, DJB, AIR, etc, boast themselves as railway engineer. 4. Therefore, we earnestly request our Patron for taking action at appropriate level for the following: 4.1 Approaching MOUD, DMRC, other Railway PSU to project their requirement of IRSE over a period of next 15 years, which may be more than 100. Taking that into account, necessary Indent of IRSE should be placed to UPSC in coming next three years. 4.2 Re-capturing Metro projects, which we lost in 1990 due to lack of foresight to create a permanent work place there. As a first step toward that goal, about 16 JAG/SG and 16 SAG IRSE may be deputed on various Metro projects.
