I would like to congratulate all the members of the I.R.A.S during their Platinum Jubilee
Celebrations for the yeoman service done by them in managing Railway Finances in a very healthy and
prudent manner. The Seminar on 'Management of Change in Indian Railways' is a topic most
appropriate to the present times when the Indian Railways are facing all the challenges of technical up-
gradation, safety management, greater accountability and transparency. The commemoration of the
Platinum year through professional meets and deep academic discussions is a very apt proposition and
my special felicitations are due to the Financial Commissioner, on this occasion.
