Around the table self-introduction followed.
- Edvin Chow, president of CCACC, welcomed everyone and briefly introduced the Chinese Culture and Community
Service Center (CCACC).
-Ling Cheung reported that according to the 2000 Census, Asians make up almost 12% of the population of Montgomery
County. Many of them are low income and without health insurance.
In addition, there is the language barrier problem and social culture differences.
Although there are many health and social services provided by the County and other organizations,
these programs are not readily available to them. There is a need to service those people.
CCACC has been working with Community HealthLink partners to provide referral services since 2001.
CCACC is taking the position to invite other ethnic groups to partner and participate.
- Dr. Carol Garvey briefed County’s “Community Health Improvement Plan”. There are many county programs target
people who are low income and without insurance. She suggested having Chinese greeting available which could specify a
specific time to call when a bi-lingual staff is available to improve communication problem. She suggested partnering with
local hospital for educational seminars. She mentioned that county also provides dental services, women cancer control
program, etc. She urged to advocate getting the medical community to participate and to help out. There are 400+ doctors
in Montgomery County participate Project Access, and many of them are specialists.
- Erin Grace reported that PCC is working on a new system for registration for all Community HealthLink groups.
- James Shih briefed the progress of planning. Today’s meeting is to provide more information and reach
out to other ethnic groups to finalize the planning and to implement the plan. Target opening date: August to
October 2003. The Pan Asian Health Clinic Center (the Center) plans to target and provide services all low income and
uninsured residents in Montgomery County. However, taking the consideration of language barrier, we need to pay attention to these groups with special needs, including Chinese, Korean, Cambodian, Laotian, Vietnamese, and other ethnic groups which can provide volunteer physicians, and other health care professionals who are bi-lingual to provide primary care and/or alternative medical services. The Center will, in addition, to provide educational seminars and preventive programs.
Currently, Montgomery County has kindly offered the facility at 2000 Dennis Ave. Silver Spring, MD 20902, two days
(Tuesday and Thursday) a week, 4:15 to 8:00 PM, We appreciate the generosity and assistance in this matter.
Would need participating group to provide physician(s), nurse(s), assistance, and receptionist, and patients.
Each group will manage its own appointments, registration, and follow up. He mentioned that a good “case Management”
is important. There is no patient age limitation. It’s important to follow up and to help with medication program.
- Eric Padmore cautioned that do not advertise the services because the limited service time periods and the large targeted populations.
- Robert Spector handed out the proposed agreement between Mobile Medical Care, Inc. and Chinese Culture
and Community Service Center. The proposal will be carefully reviewed and considered.
Maryland Vietnamese Mutual Association, Inc. Boat People S.O.S., Korean Community Service Center of Greater Washington,
Iranian Seniors Ethnic Social Services Referral, and United Cambodian American Resources for Enrichment
all expressed interests to participate.

The relationship between CCACC, MobileMed, PCC, and other interest ethnic groups will be further
discussed and defined. Interest ethnic groups will report back the possibility of recruiting volunteers to
provide the needed services. Other operation details will be discussed at next meeting.
