Cole - or maybe you prefer Belthazor - was sent to vanquish the Halliwell-sisters, and for that reason he had to come up with some good ideas. And he did come up with an idea (even though it wasn't what he'd call a good one). In the beginning it went as he had planned, Cole was flirting with Phoebe so that he could gain access off the Book of Shadows. Prue knew something was wrong, and didn't like Cole at all, although Phoebe started to like him more and more, and eventually he asked her out. Both Phoebe and Cole have had the chance to kill the other, but never did, because their hearts said no. Cole's plan to pretend to like Phoebe turned into reality, and it has just become a stronger and stronger feeling. When the sisters finally were going to vanquish him, Phoebe run in advance. As she looked at him she knew she could never kill him, so she just cut his hand and faked his death with the blood she had of him. Cole shimmered out and Phoebe had to lie to her sisters. She told herself she was not going to meet him again, but that promise she didn't really keep. After revealing to Leo that she has faked his death, she knew she would have to tell her sisters sooner or later. Piper was told about it first as Phoebe knew Prue would go ballistic, which she also did, and it took her a very long time to forgive Phoebe for faking his death and lying to her sisters.

In season 4, Cole even went as far as to ask Phoebe to marry him and to lose his powers. What she will say will be a later question....
