The Constitution of the Intrepid Star Hawk Industries Government

We the People of the Intrepid Star Hawk Industries, in Order to form a more perfect union, establish Justice, insure domestic Tranquility, provide for the common defence, promote and secure the Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the Intrepid Star Hawk Industries.

Purpose and effect of the Constitution

The Constitution is a source of power for any department of the federal government. No one can doubt that this does not enlarge the powers of the Parliament to pass any measures which they deem useful for the common defence. All legislative Powers herein granted shall be vested in the Congress, which shall consist of a Senate and House of Representatives. The House of Representatives shall be composed of Members chosen every six months by the People and members of the government, and the Electors shall have the Qualifications requisite.

Constitution Articles

Article 1
The Emperor shall be the symbol of the State and the unity of the people, deriving his position from the will of the people with whom resides sovereign power.

Article 2
The Parliament shall be dynastic and succeeded to in accordance with the Emperor's Law passed by the Constitution.

Article 3
The advice and approval of the Emperor in matters of state, and the Emperor's hand shall be responsible therefor.

Article 4
The Emperor shall perform only such acts in matters of state as are provided for in this Constitution and he shall not have powers related to the government. The Emperor may delegate the performance of his acts in matters of state as may be provided for by law.

Article 5
When, in accordance with theEmperor's Law, a Regency is established, the Regent shall perform his acts in matters of state in the Emperor's name.

Article 6
The Emperor and as well the Chancellors, Chairmans, Senators and Delegates, members of the Parliament and all other public officials have the obligation to respect and uphold this Constitution.

Article 7
The conditions necessary for being a true member in the Intrepid Star Hawk Industries shall be determined by laws of the Emperor

Article 8
All of the people shall be respected as individuals. Their right to life, liberty, and the pursuit of happiness shall, to the extent that it does not interfere with the well-being of the government, be the supreme consideration in legislation and in other governmental affairs.

Article 9
All of the people and members of the government are equal under the law and there shall be no discrimination in political, economic or social relations because of race, creed, sex, social status or family origin. Peers and peerage shall not be recognized. No privilege shall accompany any award of honor, decoration or any distinction, nor shall any such award be valid beyond the lifetime of the individual who now holds or hereafter may receive it.

Article 10
No person shall be held in bondage of any kind. Involuntary servitude, except as punishment for crime, is prohibited.

Article 11
Freedom of thought and conscience shall not be violated.

Article 12
Freedom of assembly and association as well as speech and all other forms of expression are guaranteed. No censorship shall be maintained, nor shall the secrecy of any means of communication be violated.

Article 13
No person shall be denied the right of access to the courts.

Article 14
In all criminal cases the accused shall enjoy the right to a speedy and public trial by an impartial tribunal. He shall be permitted full opportunity to examine all witnesses, and he shall have the right of compulsory process for obtaining witnesses on his behalf at public expense. At all times the accused shall have the assistance of competent counsel who shall, if the accused is unable to secure the same by his own efforts, be assigned to his use by the State.

Article 15
This Constitution shall be the supreme law of the nation and no law, ordinance, imperial rescript or other act of government, or part thereof, contrary to the provisions hereof, shall have legal force or validity. The treaties concluded by the Emperor and established laws of the government shall be faithfully observed.

Article 16
Amendments to this Constitution shall be initiated by the members of the parliament, through a concurring vote of two-thirds or more of all the members of each House and shall thereupon be submitted to the people for ratification, which shall require the affirmative vote of a majority of all votes cast thereon, at a special referendum or at such election as the Emperor shall specify. Amendments when so ratified shall immediately be promulgated by the Emperor in the name of the people, as an integral part of this Constitution.

Constitution's Amendments

First Amendment

The executive Power shall be vested in an Emperor.He shall hold his Office with the Emperor's hand and other members if needed. The Electors shall meet in the parliament to vote. And they shall make a List of all the Persons voted for, and of the Numbers of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government, directed to the Emperor. The Emperor of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the elected for different positions

Executive power is vested in the parliament, which consists of the Chancellor, Chairman, Senators, Delegates and Commoners collectively responsible of the government. The Emperor and his right hand man have the final say on any laws and decisions made in the parliament.

The Parliament is the highest organ of state power and the sole law-making body in the government. The members of the Parliament are elected for a term of six months, but this term may be terminated if the house is dissolved. Sessions of the Parliament include ordinary sessions and special sessions. Ordinary sessions are convened at least once a year.

Second Amendment

Treason against the Intrepid Star Hawk Industries, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The Parliament shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

Third Amendment

The Emperor shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other servers membership belonging to us; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the Intrepid Star Hawk Industries. The Parliament, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the house members, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the Parliament members.

Fourth Amendment

This Constitution, and the Laws of the Intrepid Star Hawk Industries which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the government, shall be the supreme Law of the Emperor; and the Parliament members shall be bound thereby. The Senators and Representatives before mentioned, and the Members of the Parliament Legislatures, and all executive and judicial Officers, of the Intrepid Star Hawk Industries , shall be bound by Oath or Affirmation, to support this Constitution.
A well regulated Militia, being necessary to the security of a free government, the right of the people to keep and bear Arms, shall not be infringed.
