Ваганов В.А. родился 2 февраля 1946 г. в Приморском крае (Россия). После успешного окончания 4-х лет средней школы в 1956 г. был принят в Калининское СВУ, которое успешно закончил в 1964 г. В этом же году по программе обучения от Эстонской республики поступил в Латвийский госуниверситет на экономический факультет, где специализировался по организации механизированной обработки экономической информации, успешно закончив его в 1969 г. с присвоением квалификации «инженера-экономиста».

После университета в 1969-1973 г.г. работал на инженерных должностях в системе ЦСУ ЭССР в г. Таллинне. Занимался вопросами системного анализа и проектирования систем управления, а также математическими методами в экономике. В период работы в системе ЦСУ ЭССР наряду с активной работой по внедрению современной ВТ в автоматизацию экономико-статистических работ принимал весьма активное участие в работе Всесоюзных и Республиканских АСУ (РАСУ), а также при подготовке соответствующих нормативных документов на проектирование указанных систем.

В период с 1980 по 1984 г.г. Ваганов В.А. являлся зав. отделом Эстонского филиала ВГПТИ ЦСУ СССР, занимаясь вопросами автоматизации задач бухучета для крупнейших предприятий Эстонии. В это же время им была проделана большая работа по проблеме параллельной обработки экономико-статистической информации в прикладном аспекте бухучета. Результатом явился ряд научно-прикладных работ, опубликованных в республиканских изданиях и на союзных конференциях. В 1983 г. Ваганов В.А. избирается действительным членом Таллиннской Творческой Группы (ТТГ).

С 1984 г. по 1985 г. Ваганов В.А. является директором Вычислительного центра ПО Punane RET, а с 1986 по 1996 годы – директором Таллиннского филиала НПО «ЦЕНТРПРОГРАММСИСТЕМ», впоследствии реорганизованного в совместное с Германией предприятия «ЦЕНТРОН» A/O ZENTEST. В данный период им проводились работы по разработке типовых техно-рабочих проектов по бухучету и их внедрению на предприятиях Эстонии. В настоящее время В.А. Ваганов является директором фирмы Fortex и владельцем фирмы Sinfex, занимающихся вопросами поставки материалов промышленного назначения предприятиям Эстонской республики.

В научно-прикладной деятельности ТТГ и в целом ряде исследований по вопросам академической тематики В.А. Ваганов принимал весьма активное участие и, прежде всего, в качестве коммерческого организатора научных исследований, а также в связи с вопросами создания Балтийского отделения Международной Академии Ноосферы, расширению издательской тематики Академии в 1995-1999 годах и непосредственному участию в деятельности Отделения по проблематике института семьи. В.А. Ваганов является исполнительным директором Балтийского отделения Международной Академии Ноосферы. В 1999 г. Ваганов В.А. избирается почетным членом Международной Академии Ноосферы (Устойчивого Развития).

В сферу основных интересов В.А. Ваганова входят вопросы социально-экономического характера, организации науки и науковедения в целом, а также прикладная инфотехнология и экономико-математические методы института планирования семьи.

Vaganov V.A. was born on February 2, 1946 in Primorye Territory (Russia). After the successful ending 4 years of high school was adopted in 1956 in Kalinin Suvorov military academy, which one successfully has finished in 1964. In the same year under the program of training from the Esthonian republic has entered Latvian University on economical faculty, where specialized on organization of the mechanized processing of the economical information, successfully having finished it in 1969 with appropriation of proficiency of "engineer-economist".

After University in 1969-1973 he worked on the engineering positions in a system of Statistical Departament of Esthonia in city Tallinn. He was engaged in problems of systems analysis and system design of control, and also mathematical methods in economics. In the season of activity in a system of Statistical Departament of Esthonia alongside with fissile activity on application of modern computer technique in automation of economical-statistical activities he received rather fissile participation in activity of an All-Union and Republican Management Information System (RMIS), and also at opening-up of the conforming normative documents on designing of the indicated systems.

In 1974-1980 V.A. Vaganov worked in a system of a national Bank of the USSR as the head of department of automation of computing activities of the Esthonian republican office of Bank, directly were engaged problems of automation of balance of payment on modern computer technique. Simultaneously he made large activity on application of matrix methods for working out of interindustry balance, the outcomes by which one were reported on Republican and all-Union meetings and conferences.

In the term with 1980 on 1984 Vaganov V.A. was the head of a department of the Esthonian branch of VGPTI CSU USSR, he were engaged problems of automation of problems of book keeping for the largest firms of Esthonia. In the same time he made large activity on a problem of parallel processing of the economical-statistical information in economical aspect of book keeping. In outcome it he wrote a number of scientific and applied works published in republican issuings and on all-Union conferences. In 1983 Vaganov V.A. is elected as the member of the Tallinn Research Group (TRG).

With 1984 on 1985 Vaganov V.A. is as the director of computer Center of a plant "Punane RET", and with 1986 on 1996 - director of the Tallinn branch of science and production association "CENTRPROGRAMMSYSTEM", subsequently reorganized in joint with Germany the firm "Centron" of ZENTEST Ltd. In the given term he conducted activities on working out of standard engineering designs on book keeping and their application on firms of Esthonia. Now, Vaganov V.A. is the director of the firm Fortex and owner of the firm Sinfex, engaging of problems of delivery of industrial matherials to firms of the Esthonian republic.

In scientific and applied activity of the TRG and as a whole number of researches on the academic subjects V.A. Vaganov received rather fissile participation and, first of all, as the commercial organizer of scientific researches, and also in connection with problems of creation of Baltic Branch of the International Academy of Noosphere, broadining of publishing subjects of Academy in 1995-1999 years and direct participation in activity of the Branch on the problems of institute of family. V.A. Vaganov is the executive director of Baltic Branch of the International Academy of Noosphere. In 1999 V.A. Vaganov is elected as the honorary member of the International Academy of Noosphere (Sustainable Development).

The problems of social and economic nature, organization of science and science history as a whole, and also applied information technology and economic-mathematical methods of institute of planning of family enter in a sphere of the basic concerns of V.A. Vaganov.
