Шишаков М.Л. родился 21 октября 1957 г. в Гомельской области (Беларусь). В 1974 г. после окончания средней школы поступил в Ленинградский Политехнический институт на электро-механический факультет, который успешно закончил в 1980 г., защитив диплом на кафедре “Автоматика и телемеханика” факультета управления с присвоением квалификации инженера-электрика по специальности “Автоматика и телемеханика”. В период учебы в институте активно занимался исследовательской работой в области анализа и синтеза дискретных логических устройств и функций, получив в 1979 г. на Всесоюзной конференции студенческих научных работ (Тбилиси) Диплом второй степени.

Свою трудовую деятельность Шишаков М.Л. начал в Гомельском госуниверситете на физическом факультете на кафедре Радиофизика, перейдя затем в Вычислительный центр Гомельского Политехнического института (ВЦ ГПИ). С 1985 по 1994 годы - начальник ВЦ ГПИ), с 1994 г. - доцент кафедры “Микропроцессорная техника и информационно-управляющие системы” Белорусского госуниверситета транспорта. В 1992 г. Шишаков М.Л. успешно закончил Московский институт интеллектуальной собственности по специальности “Патентовед-эксперт”. После заочной аспирантуры Института технической кибернетики АН Беларуси в 1993 г. Шишаков М.Л. успешно защитил кандидатскую диссертацию по специальности “Системыавтоматизации проектирования”.

За период работы в ГПИ Шишаков М.Л. опубликовал более 40 научно-технических работ, включая учебные пособия по проблематике САПР. В первые годы работы в ГПИ активно занимался разработкой методов и устройств проведения стендовых испытаний узлов различной сельскохозяйственной техники, результаты чего нашли свое отражение в более чем 10 работ, опубликованных в республиканской и союзной печати. В последующие годы его научные интересы сосредоточились на проблематике применения методов и инфотехнологий теории искусственного интеллекта в системах автоматизации начальных этапов проектирования. По данной проблематике им опубликовано более 20 научно-технических работ, включая доклады на международных конференциях.

В цикле работ им предложена и исследована нечеткая гиперографовая модель структуры технического объекта для САПР функциональных схем устройств, разработан формализм представления пространства технических решений, предложен оригинальный подход к поиску технических решений, сочетающий комбинаторный и эвристический методы в рамках единой гиперографовой модели. Целый ряд его научно-технических работ посвящен практическому применению эвристических методов к синтезу кинематических схем механизмов. В декабре 1996 г. Шишаков М.Л. по совокупности работ в области кибернетики избран действительным членомТТГ по отделению информатики. Начиная с декабря 1997, Шишаков М.Л. принимает активное участие в научных программах Балтийского отделения Российской Академии Ноосферы, в первую очередь, по секции информатики. В июле 1998 г. Шишаков М.Л. избирается действительным членом Российской Академии Ноосферы по отделению информатики. А уже в июне 1999 г. успешно проходит нострификацию в качестве действительного члена Международной Академии Ноосферы по отделению информатики и информационных технологий.

Шишаков М.Л. имеет целый ряд публикаций по инфотехнологии в различных прикладных областях, включая 15 коллективных книг и монографий. В сферу основных интересов Шишаков М.Л. входят: кибернетика, вопросы САПР и проектирования мобильного программного обеспечения, искусственный интеллект, компьютерная телекоммуникация, информатика, теория статистики, а также прикладное программное обеспечение для решения различных задач технического и производственного характера.

Shishakov M.L. was born on October 21, 1957 in Gomel area (Byelorussia). In the term of study in institute Shishakov M.L. awakely was engaged in research work in the field of the analysis and synthesis of discrete logical devices and functions, having received in 1979 on All-Union conference of student's scientific works (Tbilisi) the Diploma of the second degree.

Labor activity Shishakov M.L. of the beginnings at Gomel university at physical faculty on stand Radio physics, then in Computer center of Gomel Polytechnic institute (CС GPI). With 1985 on 1994 - chief of CС GPI), with 1994 - senior lecturer of stand "Microprocessor engineering and informational control systems" of the Byelorussian state university of the transport. In 1992 Shishakov M.L. successfully has finished the Moscow institute of intellectual property on a speciality "Expert onpatenting". After a correspondence post graduate course of Institute of an engineering cybernetics of an Academy of sciences of Byelorussia in 1993 Shishakov M.L. successfully has defended a candidate thesis on a speciality "Systems of design automation".

For the seasonof activity in the GPI he has published more 40 of technological works, including the text-books on a problematics of a CAD. Per the first years of activity in GPIShishakov M.L. awakely was engaged in working out of methods and devices of realization of bench tests of clusters of different agricultural engineering, the outcomes that have found the reflection in more than 10 activities published in republican and allied printing. The subsequent years his scientific concerns were massed on a problematics of application of methods and information technologies in theory of artificial intelligence for systems of automation of initial stages of designing. On the given problematics he publishes more 20 technological works, including the reports on international conferences.

In a cycle of activities Shishakov M.L. has offered and investigated a fuzzy hypergraph model of structure of technical object for a CAD of functional diagrams of devices, the formalism of representation of space of engineering solutions is designed, the original approach to looking up of engineering solutions combining combinatorial and heuristic methods is offered within the framework of unified hypergraph of model. A lot of his technological activities is dedicated to operational use of heuristic methods to synthesis of kinematic scheme of gears.

In December 1996 Shishakov M.L. on combination of activities in the field of cybernetics is selected as the fullmember of the Tallinn Research Group on section of information science. Since December 1997, Shishakov M.L. receives active participation in the scientific programs of the Baltic Branch of the Russian Academy of Noosphere, first of all, on a section of information science. In July 1998 Shishakov M.L. is elected as the fullmember of the Russian Academy of Noosphere on section of informationscience. And in June 1999 he successfully passes nostrification as the fullmember of International Academy of Noosphere on separation of information science and information technologies.

Shishakov M.L. has a lot of the publications on information technology in different application areas, switching on 15 collective books and monographies. In an orb of the main Shishakov`s concerns enter: cybernetics, problems of a CAD and designing of the mobile software, artificial intelligence, computer telecommunication, information science, theory of statistics, and also applied software for the solution of different problems of technical and manufacturing nature.
