Ravi Kapoor IAS visit

Ravi Kapoor meeting with officials in Shillong

During the Course of the training, Sri Ravi Kapoor IAS, Additional Development Commissioner (Handicrafts), Government of India, Ministry of Textiles, New Delhi came down all the way and conducted an inspection on 13th March 2003 at the CFC.
He held a discussion with the Mr. S. Dkhar, Assistant Director DCH (NER), Mr. M. Pariat, MD, MEHHDC, Ms. Hasina Kharbhih, President, INGON, the Consultant for the Shillong CFC Mr. P.S. Babar, Deputy Director (Design), RD&TDC(NER) and the machine suppliers. Some of the key issues which were addressed by Mr. Kapoor during this included:

• The need for a clearer understanding with the Meghalaya Government on INGON’s role in the CFC
• The need for more contact between partner agencies
• The completion and expansion of the CFC by the Nodal Agency - the deadline being before beginning the new
   program scheduled for May 2003.
• The Consultant and the Assistant Director of DC Handicrafts to look into matters regarding the CFC

The following paragraph is a report that was made by Mr. Kapoor in his visit to the CFC at Shillong The MD of Meghalaya Handloom and Handicrafts Development Corporation, Impulse NGO Network, the Consultant along with machine suppliers were all present in the discussion. The first complain about the CFC at Shillong was the non-installation of machinery by M/s Anmol. The machine manufacturer was questioned about this to which he replied that it has been commissioned two days back. Both the MD, Meghalaya Handloom and Handicrafts Development Corporation and Impulse NGO Network as also our own officers were extremely unhappy with the work of the machine manufacturer. The next day i.e the 13
th when I visited Shillong along with the concerned Officers of the State Government, I personally saw the functioning of all the machineries. The machines functioned properly. The second dispute was regarding the placement of additional machines and also the construction of the shed at the Industrial Estate, Shillong where the CFC is presently located. The MEHHDC has put CI sheets and extended the building through the temporary shed. The MD of the State Industrial Corporation was also present, on whose site this CFC is located and it was decided that the Director of Meghalaya Handicrafts Development Corporation, Mr. Pariat will in the next 25 days complete the construction by raising the boundary wall and cover the entire area so that additional machines bought under the Capacity Building Programme could be installed within the same period. The first Batch of Artisans are undergoing the Training on new designs but not the machines. It is now expected that the raw materials will come out of these machines and the trainees would get the benefit of these standardized raw materials.

Both the MD of the MEHHDC and Impulse NGO Network have been requested, advised and motivated and also sternly warned about moving out of this CFC if the progress within the next one month is not up to the mark. The setup of Artisans identified in Shillong is very good and Impulse is imparting the training in a reasonably good fashion.
