CONSTITUTION AND BY-LAWS

ARTICLE I – NAME

 

1.      The name of this association shall be Indianhead Athletic Officials Association.

 

ARTICLE II – PURPOSE

 

1.      The purpose of this association shall be to secure competent officiating; to foster a high standard of athletics and to obtain uniform interpretations of rules of all WIAA sponsored events.

2.      To encourage and develop younger officials.

3        To build a strong, respected group of officials and to promote camaraderie.

 

ARTICLE III – MEMBERSHIP

 

1.      Active Memberships

A.     Active members shall:

1.      Be currently licensed with the WIAA.

2.      Be up to date with dues and assessments owed to this association.

3.      Turn in current year’s schedules(s) with dues.

4.      Have attended or been excused from the required number of association functions the previous year.

a.       Required number of functions for basketball officials – 3.

b.      Required number of functions for football officials – 2.

c.       Required number of functions for all other officials – 1.

d.      First year members are exempt from Article III, I-A-4.

1.      A required function shall consist of any association interpretation meeting, social event or annual meeting of this association.

2.  Associate Memberships

A.     Associate members shall:

1.      After applying, be any coach who does not officiate in any sport.

2.      Hold no vote in association affairs.

3.      Be permitted to attend all functions of this association.

4.      Pay for all their own expenses.

3.  Honorary Memberships

A.     Honorary members:

1.      Shall be nominated by the Executive Committee.

2.      Shall consist of retired members who have been a significant contributor to the advancement and welfare of this association.

3.      Must have been an active member of this association for at least five (5) years and have been retired from varsity competition for at least two (2) years.

4.      Must be accepted by a majority vote of those in attendance at this association’s annual meeting.

5.      Shall not be required to pay dues.

6.      Hold no vote in association affairs.

7.      Shall be permitted to attend all functions of this association.

8.      Shall pay for all their own expenses.

9.      Shall receive a certificate plaque indicating their acceptance as honorary member of this association.


4.  Probation Memberships

A.   Probation members:

1.      Are made of active members who have, in the previous year:

a.       Failed to attend the required number of association functions without an acceptable excuse submitted to any association officer within 48 hours of the missed function.

b.      Failed to turn in game assignment schedule with annual dues.

2.      Are in arrears with dues or assessments owed to this association.

3.      Are subjected to low priority for game assignments.

4.      Hold no vote in association affairs.

5.      Who do not attend or become excused from the required number of functions the following year shall be subject to suspension from this association.

 

ARTICLE IV – OFFICERS

 

1.      The officers of this association shall consist of President, President-Elect, Vice President and Secretary-Treasurer.  All officers shall be from within the active membership of this association.

2.      The President shall preside at all functions, shall appoint all committees and committee chairpersons and shall have the power to schedule all interpretation meetings and any special business meetings or functions necessary.  The president will appoint an active member to fill officer or executive committee positions if there is a vacancy.

3.      The President-Elect shall exercise all duties and powers of the President in the President’s absence.

A.     Organize the Coaches Social.

B.     Organize an association newsletter.

4.      The Vice-President shall exercise all the duties and powers of the President-Elect in the President-Elect’s absence.

5.      The Secretary-Treasurer shall be elected to a one (1) year term.  Consecutive terms are permissible.  The Secretary-Treasurer shall keep records of all meetings, collect all dues and special assessments, pay all bills approved by the executive committee and keep an attendance record of all meetings.

A.     The Secretary-Treasurer shall be paid on hundred fifty dollars ($150) at the end of the term at the annual meeting.

6.      A nomination committee will prepare a list of candidates for the Vice-President and Secretary-Treasurer positions at least thirty (30) days before the annual meeting.

A.                             The previous years Vice-President will be to President-Elect.

B.                             The previous years President-Elect will move to President.

C.                             The previous years President will be known as the Immediate Past President and will no longer be an officer of this association.

1.      The Immediate Past President shall not be eligible to be nominated again for Vice-President for at least five (5) years.

7.      The Executive Committee shall consist of the current officers and the Immediate Past President.  The president shall have the power to appoint additional active members to the Executive Committee for a specific purpose.

A.     The Executive Committee shall:

1.        Have the power to enforce the rules laid down by this association and have the authority to act for the association when immediate action is needed and it is not feasible to wait until the annual meeting.

2.      Have the power to approve the spending of funds of this association, not to exceed two hundred dollars ($200) per year, without a vote from the membership, for unexpected expenses that need immediate attention.

a.       A full accounting of expenses in Article IV-7-A-2 must be made in writing to all members attending the annual meeting.


8.      The Game Assignment Commissioner shall be appointed by the Executive Committee from active membership for an indefinite term.

A.     The Game Assignment Commissioner shall:

1.      Correspond with athletic directors, conference commissioners and active members of this association. 

2.      Keep records of schedules sent in by all members of this association.

3.      Assist athletic directors and conference commissions assign games to the active members of this association.

a.       The Game Assignment Commissioner shall be paid two hundred fifty dollars ($250) at the end of the business year at the annual meeting.

 

ARTICLE V – MEETINGS

 

1.      The President shall call at least two (2) football and three (3) basketball interpretation meetings each year.

A.     A Calendar of meeting dates and other pertinent information shall be provided by the Executive Committee.

2.      The annual meeting will be held within thirty (30) days after the conclusion of the WIAA Boy’s State Basketball Tournament.

A.     At the annual meeting:

1.      Officers for the ensuing year shall be elected and installed.

2.      All business of this association requiring a vote for the active membership shall be acted upon.

B.     An agenda for the annual meeting and the minutes from the previous annual meeting shall be sent to all members of this association at least two (2) weeks before the annual meeting outlining subjects requiring voting.

1.      Any active member in this association may have an item placed on the agenda by contacting and officer at least thirty (30) days before the annual meeting.

 

ARTICLE VI – DUES AND ASSESSMENTS

 

1.      The annual dues shall be payable to the Secretary-Treasurer by the same due date as the registration deadline for the WIAA dues.

A.     Active membership dues are fifteen dollars ($15.00) per year plus a per sport assessment.

B.     Probation membership dues are twenty dollars ($20.00) per year plus a per sport assessment.

1.      The basketball assessment shall be three dollars ($3.00).

2.      The football assessment shall be two dollars ($2.00).

3.      All other sports shall be assessed one dollar ($1.00)

C.     A five dollar ($5.00) late registration penalty shall be assessed to those member failing to renew their memberships by the established due date.

D.     The cost for the annual dinner meal is included in the annual dues.

 


ARTICLE VII – GOVERNMENT

 

1.      Robert’s Rules of Order shall govern all meetings of this association, except when in conflict with the constitution and by-laws.

2.      All business of this association must be passed by a two-thirds majority of the active membership in attendance at the annual meeting.

3.      The constitution and by-laws of this association may be changed by a two-thirds majority vote of the active members in attendance at the annual meeting.

4.      All members hall be notified prior to any function of this association.

 

ARTICLE VIII – BY-LAWS

 

1.      Violations of any of the rules and regulations may result in suspension as provided by study of the executive committee.

2.      Any member whose actions are detrimental to the best interest of this association shall be subject to suspension or expulsion from this association by a two thirds majority vote of the active members present at the annual meeting following notification of the accused member.

  1. Notification of the accused member shall be by registered mail.
