This agreement, signed between Canada, the United States of America and Mexico entered into force on January 1, 1994. It is designed to foster increased trade and investment and in that regard has established a new framework for doing business and facilitating economic interdependence among the three countries.

In this regard, it is provided that Mexican or American citizens seeking to enter Canada to do business (especially in the area of trading in goods and services), shall be exempt from two major requirements which other citizens will have to go through: a job validation (on the part of the Canadian employer) and employment authorization (on the part of the employee).

One major qualification for these exemptions is that the applicant will have to meet the requirements of a Business Person which include:
  *  Business visitors, eg., in the area of research and design,                      marketing, sales, etc;
  * Professionals, such as accountants, computer systems analysts,            economists, lawyers, librarians, mathematicians, etc;
  * Intra-company transferees: persons employed by an enterprise              who render services to that enterprise or a subsidiary or an                    affiliate of the enterprise in a managerial or executive capacity or a         capacity that involves specialised knowledge;
   * Traders and Investors.
