Tools needed for this to work:
Place Manager by Jacob & Racer_S
Water Level Customizer by Edison Carter
1. You will need to save at the Pirates in Mens Pants Hotel Save Point in Las Venturas west of Caligula's Casino
2. Open Place Manager Tool, Click Add, then type in this information and click "Add Place"
3. You will then see "Liberty City" in the left side of the program
4. Open the Water Level Customizer Tool and set Water Level Meters to 1347, wave height leave at 0, then click "Set"
5. Load up your game save (from Pirates in Men's Pants Save Point) and you will notice your screen is black, but the radar still works in the bottom left of your screen. walk forward just a tiny bit until your radar looks like this. (Note: you may accidently run into the wardrobe marker sometimes, just reload the game and try again)
6. Turn left and your radar should look like this. this puts you in front of the Exit marker to Pirates in Mens pants
7. Walk forward and find the exit marker to pirates in mens pants. if your successful you will be back in the city with the radar looking like this
8. Use the radar as your guide to walk around and head for the curve road in front of caligula's casino, when you get into the white area the entrance mark will be about here on the radar.
9. When you successfully find the entrance to Caligula's Casino hit the ESC key, then hit your windows logo key on your keyboard(between CTRL and ALT on bottom left) to minimize the game. Open the Place Manager, Select "Liberty City", then Click "Teleport"
10. Click ok on this. and then click GTA San Andreas button in your start bar and resume the game
11. You should now be in liberty city as shown here
12. walk down the street until you come to a 4 way intersection and you will be walking in water even though you can't see it
13. Now you can swim around liberty city and explore it without falling :) have fun!!!
To Get rid of the black screen just set the water level back to 0 meters in the water level customizer when your done exploring.
