Sign Of The Lizard

This adds a new birthsign, the sign of The Lizard. It fortifies endurance 15 pts, drains personality 5 pts, and gives the spell Burst of Speed. Which fortifies speed 500 pts for 5 secs.
This birthsign was designed with an argonian in mind but is suitable for any race.
