5. Facilities: electricity, water, safety, Home Owners Association

 

The lot is part of a small new development of 11 small lots. Other lots around are much bigger. The lot owners are planning to create a small home owners association (HOA). Copy of the small development below.  

Three houses are already built within 300 ft. A small committee of owners is already running basic maintenance while waiting for a more formal HOA. The formal HOA will likely put in place day and night guards and basic maintenance: cleaning the beach every day strongly reduces the presence of the sand flies (one gets used to them and with basic precautions they don’t bother you anymore) 

 

The lot is part of a larger 25 acres development presented in a former page above. Most lots are sold. Some lots on the upper hill might be for sale soon. They will be far from the beach, very different from my lot for sale. If this is what you are looking for I will be glad to put you in touch with the owner, Don Goin. Don built a 1,500 ft (500 meters) cement road in 2002. Electric poles and first transformers are in place, Don put a well and is managing water supply to all lots. Don is also maintaining the whole property at the moment. He has a house and lives in a nearby property in West Bay. I put up an access road from the back of the road, on the hill. I used strong blocks planted with a special grass. It will retain water and limit erosion.

 

Electricity:

There is an electric pole on the other side of the cement road, 15 ft from the lot for sale. The lot also has an underground electrical conduit, to pull a line from another electric pole, 200 ft uphill. I would advise to use the electrical conduit and pull a line underground, it is nicer and safer (no risk of a broken line in case of wind and branches falling). The electrical conduit and water line are on the sides of the new internal access raod below. Lot 3 is at the end of the road (coming from the hill, the beach and the sea are straight forward, they are not visible here they are hidden by the trees on the lot for sale.

 

Water:

On top of the water from the community well, each lot owner will be encouraged to have his/her own cistern, to serve as buffer and avoid that all houses pull from the well at the same time. On the lot I am selling, it is also possible to put a well, the water table is around 10 ft on the lower part of the lot.

 

Safety Few years ago, there were small risks of robberies during the day, when the houses were empty. To-day, with many constructions under way in the area, safety is much higher. Informally neighbours watch. The municipality also put up "tourist police teams", riding on the beach on quads. It creates a presence and reminds people that this part of the island is a tourist and residential haven, it is highly protected. It is really the safest place in the island: many tourists come and swim in West Bay; many others walk between West End and West bay. As more houses are being built, this will create an additional buffer around the lot I am selling. My lot is not directly on the beach. The lot is safer than houses directly on the beach, which are more exposed to petty theft. The futur HOA will decide on level of guards but it is likely that it will establish one day guard and one night guard for around 10 lots including the lot I am selling. The costs for each lot owner should be very low, compared with luxurious gated communities or with isolated houses which have to bear alone the costs of day and night guards. The HOA will also decide on common services such as trash collection, lights along the road, and on the periphery of some lots, etc.).The objective is to remain below 100$ per month per lot for all community charges.
