a) The ESF wants to expand into China and feel that the IB is best suited to that environment.
b) The ESF will no longer be a small organisation within the A/S system, but a large and powerful organisation within the IB system.
Of course the change could be completely due to the best interests of the students, however if this was the case then would they not be presenting both sides of the IB to the parents?
