Variable Bitrate Transmission

Variable bitrate connections are offered in packet-switched networks, with ATM being the one better supporting it with QoS guarantees, such as peak bitrate and average bitrate constraints. Even with ATM, however, the long-term variations of these constraints, do not alone guarantee the effective transmission of unsupervised, or open-loop  encoded, digital video. For live video transmission these variations cannot be reliably estimated, and could violate the traffic contract.
